Summary

Incumbent serves as the Deputy Director for the Human Resources Division and reports to the Human Resources Director. The Deputy Director provides expert advisory and consultative services and leadership in the areas of talent acquisition, position classification, federal benefits and retirement, human resources information systems, payroll, performance management, employee relations, policy and workforce planning.

Duties

The Deputy Director of the Human Resources Division operates with full administrative authority in the absence of the Director. Directly supervises the Benefits Officer, Employee Relations Manager, Human Resources Information Systems Manager, and Talent Acquisition Branch Manager.

Brief Description of Duties:

  • In coordination with the Director of Human Resources, directs a positive and customer service oriented Human Resources Management program for approximately 1,400 employees.

  • Ensures and provides excellent customer service in consultative and advisory services to senior leaders, divisions, and branches of the court, participating in conferences and meetings, and advising in the planning of new and revised operating programs on human resources issues.

  • Develops goals and objectives that integrate the District of Columbia Courts' strategic plan and human resources objectives.

  • Develops innovative approaches for the delivery of human resources programs within the District of Columbia Courts using quantitative and/or qualitative analysis.

  • Assists in establishing and tracking effective human resources' performance measures.

  • Analyzes existing policies and procedures, originates or revises policies and procedures, performs program evaluation, and provides expert advice in solution of complex problems.

  • Identifies opportunities to streamline human resources processes and leverage technology to enhance the customer experience and improve efficiencies.

  • Collects, analyzes, and interprets human resources data from various sources, provides valuable insights and recommendations to drive data-based decision-making.

  • Assists in establishing and managing the human resources budget, with the ability to defend/justify requests and serves as the Contracting Officer's Technical Representatives for specific Human Resources Division's contracts, ensuring performance standards/service levels are met and payments are issued promptly.

  • Establishes and builds relationships with federal, district, state, local and private organizations.

  • Performs the full range of administrative supervisory duties to include planning and assigning work; establishment of performance standards, monitoring accomplishments, and recommending awards; approving travel, leave, and work schedules; mentoring, coaching, and team building. Ensures timeliness and accuracy and pro-actively adjusts deadlines due to anticipated or unforeseen circumstances.

Qualifications

MINIMUM QUALIFICATIONS: A Bachelor's degree from an accredited university or college in Human Resource (HR) Management, Business or Public Administration, Court Management or a related field; six (6) years of experience in a full range of human resource functions, including at least three (3) years in a supervisory or managerial capacity leading staff responsible for a full range of human resources policies, programs and operations. Must demonstrate experience in at least three (3) of the following human resources areas: talent acquisition, benefits administration, employee relations, position classification, workforce planning, data analysis and performance management.

Graduation from the DC Court's Management Training Program may be substituted for one (1) year of supervisory experience. You must provide documentation of your management training (i.e. copy of certificate) with your application.

PREFERRED QUALIFICATIONS:

  • Masters degree in Human Resources, Industrial/Organizational Psychology, Business Administration or closely related field
  • Society for Human Resources Management - Senior Certified Professional or Senior Professional in Human Resources or Human Resources Certification Institute certification
  • Experience leading a customer focused, multi-functional organization’s human resources program in developing and implementing improvements to human resources programs and service delivery to meet strategic goals.

SPECIALIZED EXPERIENCE:

Skilled knowledge of HR principles, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HR functions for a moderate-sized HR office.

Applied practical knowledge in three or more areas of HR Subject Matter expertise: strategy & policy, classification, compensation,  human resources Information systems, data analytics, organizational design, performance management, federal benefits and retirement, talent acquisition, and workforce engagement.

Demonstrated strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity.

Extensive oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives

Demonstrated ability to apply specialized knowledge to address HR issues with limited supervision and guidance.

Demonstrated ability to utilize critical thinking and reasoning skills to gather HR data and provide analysis of meaning/impact to senior management.

Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor colleagues, and demonstrate organizational and interpersonal problem-solving skills.

The District of Columbia Courts is an independent branch of the District of Columbia Government and is not under the authority of the City Mayor or the D. C. Council. DC Courts' appropriation comes directly from Congress. All DC Courts non-judicial employees receive federal benefits for the following programs:  Life Insurance, Retirement Benefits, Health Insurance and Workers Compensation.

The DC Courts leave policy is as follows:

Annual Leave:  New full-time employees earn four (4) hours of annual leave biweekly. After three years of service this increases to six (6)hours biweekly, and at 15 years it increases to eight(8)hours biweekly. Most military, federal and District of Columbia government service counts toward the time required to go into the next higher annual leave category. Employees can carry over no more than 240 hours of annual leave into the next leave year.

Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn four(4)hours of sick leave biweekly. This leave can be accrued without limit.

In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as a commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.
