Job Description (Please follow all instructions carefully)

Summary

•    The position is telework eligible consistent with the Agency’s telework and remote work program policy.

This position is located at the Governing Board offices in Washington, DC. The incumbent is responsible for serving as a senior staff person on federal, state and district education policy matters related to National Assessment of Educational Progress (NAEP), reporting directly to the Deputy Executive Director of the Governing Board.

As an Education Policy Analyst, GS-301-13, you will be responsible for:

•    Serving as Board staff advisor on the NAEP Authorization Act, advising Board leadership when questions arise related to the legislation, tracking Board recommendations for updates for the NAEP law and supporting communications with Congress regarding questions on the NAEP law.
•    Assisting the Executive Director and the Deputy Executive Director in monitoring and responding, as needed, to changes in the assessment landscape at the federal and state level that may impact NAEP and for which the Board has responsibility.
•    Assisting the Deputy Executive Director in tracking key themes, deliverables and action items from each Board meeting, including reviewing meeting transcripts to confirm accuracy, tracking Board requests for follow up from NCES or Board staff, and identifying topics that require updates or discussion at future meetings.
•    Maintaining collaborative, productive partnerships with the Council of Chief State School Officers and the Council of Great City Schools to ensure that the Board's state and TUDA policy task forces are substantively engaged and help the Board understand how critical stakeholders view and use NAEP.
•    Preparing scopes of work, as needed, for procuring contractor assistance related to the Board's work with federal, state and local policymaking



As an Education Policy Analyst, GS-301-14, you will be responsible for:
•    Serving as the Board's principal advisor on federal, state and district policy impacting NAEP and as primary Board staff liaison to Congressional staff, state education agency leaders, and school district leaders.
•    Serving as the lead staff member in building and sustaining Governing Board relationships with key congressional offices, developing proactively communications strategies including meetings and briefings about Governing Board priorities, reviewing proposed and pending federal legislation and budget recommendations.
•    Monitoring and recommend responses, as needed, to changes in the assessment landscape at the federal and state level that may impact NAEP and for which the Board has responsibility.
•    Tracking key themes, deliverables and action items from each Board meeting, including reviewing meeting transcripts to confirm accuracy, tracking Board requests for follow up from NCES or Board staff, and identifying topics that require updates or discussion at future meetings.
•    Preparing scopes of work, as needed, for procuring contractor assistance related to the Board's work with federal, state and local policymaking

Conditions of Employment

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialize experience.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1.     Experience assisting with the development of relationships with key congressional offices on matters related to policy and budget priorities.
2.     Experience providing feedback and policy recommendations to a variety of audiences for consideration in their decision-making processes.
3.     Experience supporting a project team that includes technical experts, such as psychometricians or research professionals, and collaborating on written deliverables and presentations.

Specialized Experience for the GS-14

One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1.    Experience leading the development of relationships with key congressional offices on matters related to policy and budget priorities. 
2.    Experience communicating significant insights and making expert policy recommendations that are accepted without modification by key decision makers.
3.    Experience leading a project team that includes technical experts, such as psychometricians or research professionals, and providing final review and approval of written deliverables and presentations. 

Knowledge, Skills, and Abilities (KSAs) GS-13
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.    Knowledge of a comprehensive range of administrative laws, policies, regulations, and precedents applicable to specifically in K-12 education, and preferably in educational assessment.

3.    Skill in oral and written communications sufficient to advise and consult with a variety of audiences, present findings and recommendations, negotiate consensus and agreements, and secure cooperation.

How You Will Be Evaluated

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the KSAs which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.
