Duties
This position is located in the Office of Security and Emergency Preparedness. The incumbent is responsible for emergency preparedness staff training, exercises, plan review and development, incident response and recovery, and rotational on-call duty. Attends meetings and conferences as necessary.
Provides advice and guidance to other federal, state, and local governments on appropriate training programs to satisfy various emergency management requirements. Recommends sources to satisfy the training requirements. Assists in the development of specific training sessions/materials to satisfy training requirements.
Provides technical assistance to training staff on the development and revision of exercise evaluation training materials. Serves as an instructor for training programs of Library of Congress staff members.
Designs and develops multi-state or national exercise scenarios and serves as an evaluator. In coordination with superior, directs the conduct and completion of full scale, partial-scale, and remedial exercises to determine the ability of the Library of Congress to implement respective emergency plans in response to an incident.
Provides written evaluation of capabilities demonstrated during emergency operations exercises, medical emergency drills and exercises, and remedial exercises or drills.
Oversees the development of exercise evaluation packets for all Library evaluators and ensures timely distribution of the materials prior to exercise date.
Functions as an evaluation team leader, providing temporary advice and assistance to ad hoc groups of Library of Congress planners and analysts. Prepares and presents evaluation team and exercise player orientations on the purposes and procedures of exercise evaluation. Manages the collection and analysis of evaluation data generated during assigned exercises. Provides guidance to evaluation team members, often in multiple locations on evaluation methodology and procedures.
Serves as a primary contact within the Library of Congress for other federal agencies and for significant organizational segments of an agency for guidance and interpretation of standards and procedures. External contacts may include, but not be limited to, the Senate, House, U.S. Capitol Police, Federal Emergency Management Agency, Department of Homeland Security, D.C. Emergency Management Center, and others. Internal contacts include, but are not limited to, the Library's service and support units. Renders judgments and conveys decisions regarding interpretations of Conducts analyses of programs and staff proposals to ensure implementation of policy and to recommend alternatives of modifications to existing policy as necessary.
Develops guidance to be used for implementing criteria and evaluating programs. Reviews and recommends legislative, regulatory, or administrative remedies in cases where there are deficiencies in policy.
Assists in preparation of emergency preparedness documents to guide Library emergency officials and Library staff. Assists in ensuring the maintenance of state-of the-art readiness for emergencies that would affect Library programs. Assists in ensuring the establishment of a roster of fully equipped and trained personnel having the authority to perform essential functions and activities in emergency situations.
Reviews and evaluates planning programs for effectiveness and integration with federal plans for a significant organizational segment of an agency, such the Library's service and support units. Assists in developing the Library's Emergency Preparedness Program, which includes, but is not limited to, staff training, exercises, plan review and development, and incident response and recovery. Develops guidance to be used for implementing criteria and evaluating preparedness based on exercises, plans, and training.
Reviews federal, state, and local emergency response plans to determine level of preparedness and to determine the extent of planning at all levels of government. Coordinates planning committees for review of planning initiatives, and coordinates policy guidance directives for program(s).
Serves rotational on-call duty during normal and emergency conditions.
Formulates and drafts legislative proposals and revisions to existing laws and regulations. Initiates, writes, interprets, and implements policy, regulations, reports, and position papers.
Performs other duties as assigned.
