Summary

This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Support Program (FFSP) Section; Family Readiness Division. Incumbent serves as a Headquarters Program Analyst for the Work and Family Life (WFL) Programs and is responsible for analyzing, evaluating and advising management on the effectiveness of line programs and maintaining accountability for the full range of assigned responsibilities associated within the Navy's WFL Programs.

Duties

Duties include but are not limited to:

  • Serves as the subject matter expert (SME) on issues related to supporting sailors and their families before, during, and after mobilizations, deployments, separations, evacuations, and repatriations.
  • Develops new methods, organizational structures, and management processes to improve the efficiency and effectiveness of the Deployment Support Program throughout the Navy enterprise.
  • Provides individual and family assistance and assessment counseling services.
  • Administers deployment support programs to eligible personnel and their families Navy-wide, ensuring accessibility regardless of their location.
  • Serves as a Program Analyst (Generalist) for the FFSP WFL Programs and provides policy/program and data management expertise for the Navy's FFSPs to ensure a high quality, flexible, support program of human services for active-duty military and their families.
  • Serves as SME and provides technical and administrative oversight for the Navy Family Emergency Response Program and the CNIC Emergency Family Assistance Center (EFAC) Response Program.
  • Serves as the CNIC SME on Navy Family Accountability and Assessment System (NFAAS) needs assessments and family accountability and coordinates all related actions.
  • Develops and provides guidance on emergency response policies and procedures to be applied in repatriation events.
  • Develops emergency response protocols and implementation procedures for the repatriation process of Navy families.
  • Serves as a member of the CNIC Emergency Operations Center (EOC) when activated.
  • Manages enterprise-wide CNIC family emergency response activities.
  • Ensures consistency and integration with CNIC family emergency response.
  • Represents the CNIC N9 on region and local committees and meetings with Department of Defense (DoD), the Space and Naval Warfare Systems Command (SPAWAR), sister services and state and local agencies to determine and coordinate support requirements and services to be provided.
  • Provides assistance to leadership in the development and implementation of family readiness and support programs; ensures family readiness assistance includes geographic isolated units and families.
  • Participates in DoD, Regional and enterprise-wide exercises to evaluate the readiness of support to families impacted by disasters, natural and man-made.
  • Implements management plans during exercises and real-world disasters, events, and mobilization.
  • Participates in strategic planning, projects short- and long-term plans, identifies resources required to respond to DoD and DON trends and directives.
  • Ensures services are available to total force population to include Reserve, National Guard, Army, Navy, Marine and/or members of foreign military services and DoD civilians.
  • Develops new methods, organizational structures and management processes.
  • Advises program managers on methods and procedures, management surveys, management reports, and control techniques.
  • Conducts presentations on subject matter related to work area.
  • Keeps abreast of DoD policies, priorities, provisions, and intent of new and emerging programs.
  • Identifies installation needs and concerns to leadership and presents recommendations, plans, and assistance to influence readiness and retention issues.
  • Drafts memoranda; prepares supporting documentation in the form of spreadsheets, Power Point presentations, databases, word documents for presentations and proposals to higher-level management.
  • Provides policy/program and financial management expertise including resource planning and development of the Navy's FFSPs.
  • Assesses needs and provides continuing transition assistance to leadership, organizations, and serviced populations through Region WFL Coordinators.
  • Conducts detailed analysis of complex functions and work processes to recommend resource modifications or changes to policies and procedures to improve program efficiencies.
  • Develops and uses self-assessment, community-assessment, and various measurement tools to identify trends, organizational needs, Navy and Unit demographic profiles.
  • Participates with military and other government agencies in the definition of military family research requirements, the planning for research utilization, and the establishment of objectives and policies pertaining to military families.
  • Partners with members of military service organizations, researches, organizes, designs, procures, and disseminates community resource information.
  • Identifies and develops formal and informal networks to enhance service delivery.

Qualifications

A qualified candidate possesses the following:
  • At least four (4) years of specialized experience providing human services support for disaster or trauma impacted individuals and their families and providing guidance on local, federal, or Department of Defense (DoD) related emergency response policies.
  • Knowledge of the Navy operational organizational structure, chain of command, protocol and funding; agency programs and activities; agency mission, policies, and objectives; management principles and processes; and analytical and evaluative methods as it relates to the Navy wide Fleet and Family Support Program.
  • Knowledge of advanced concepts of program management, requirement determination, policy development, evaluative and analytical processes, and program implementation.
  • Knowledge of laws, regulations, policies, practices and expectations of other federal, state, and local government agencies as they relate to WFL Programs.
  • Knowledge and understanding of requirements and operations of the DoD and DON programs that support military members and families.
  • Knowledge of Federal and agency regulations governing WFL Programs; knowledge of specific organizations and program mission, as well as knowledge of pertinent laws, regulations and policies related to program/operations area to consider their impact on programs.
  • Knowledge of the National Defense Authorization Act (NDAA) requirements as they pertain to financial literacy training.
  • Knowledge of all the IA phases, as they relate to IA Sailors both active and reserve component, through pre-deployment to return.
  • Knowledge of IA issues as they relate to medical care, deployment and PCS orders, family preparedness, and reintegration.
  • Knowledge of regulations, policies, practices and expectations related to relocation assistance.
  • Knowledge of information, referrals and system navigation for special needs families.
  • Knowledge of communication protocols.
  • Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues.
  • Ability to identify needs, trends, and performance measures to evaluate program effectiveness.
  • Ability to manage time effectively, particularly pertaining to time difference between duty location, region and installation locations.
  • Ability to link families with available military, national and local community resources as it pertains to special needs.
  • Ability to analyze, evaluate and manage daily operations of WFL, to include the ability to exercise sound judgment and resolve issues.
  • Ability to write executive level point papers, talking points, routing sheets, and summary documents.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to review and manage financial education services that benefit eligible active duty and family members to enhance military career readiness.
  • Ability to evaluate a Service member or family's income and expenditures and recommend short and long-term actions to achieve financial goals, and ensure individual, family, and mission readiness.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively both orally and in writing with individuals at various organizational levels.

This position is located at Washington Navy Yard in Washington DC. If selected, relocation to the local commuting area (50 miles) is required.
