Summary

As the Human Resources Specialist, you will serve as a generalist supporting the U.S. Election Assistance Commission (EAC), an Excepted Service agency and will be responsible for assisting with providing operational services in the areas of recruitment/placement, performance management, benefits, employee relations, employee development & training, and HR Information Systems. EAC has a service level agreement with the General Services Administration (GSA).

Duties

The incumbent will be responsible for providing human resources advisory and consultation services and operating support to team members, managers, and supervisors.

Under the direction of EAC's Human Resources Director, the incumbent will:

  • Serve as a liaison with GSA.
  • Coordinate compensation and benefit plans.
  • Conduct position evaluations, determine recruitment strategies, post vacancy announcements, review applications and conduct qualifications analysis.
  • Utilize a variety of human resources information systems to perform work, conduct analysis and prepare reports as necessary.
  • Conduct employee onboarding and organize training and development initiatives.
  • Advise and counsel employees and managers on the full range of employee benefits including retirement.
  • Provide advisory services assistance and guidance to managers in multiple human capital program areas.
  • Prepare written correspondence in response to a variety of requests utilizing and analyzing appropriate HR data.
  • Provide support to employees in various HR-related topics such as leave and compensation and resolve any issues that may arise.
  • Promote HR programs to create an efficient and conflict-free workplace.
  • Assist in the development and implementation of human resource policies.

Qualifications

  • To qualify for the position, completion of the requirements for a bachelor's degree from an accredited college or university in Human Resources or a related field and at least two years of specialized experience.
  • Specialized experience is progressively responsible experience in at least one but preferably two or more functional areas of human resources management and administration (compensation and benefits, hiring and retention, training and development, employee relations, employment law, HR best practices, etc.) that provided knowledge of the rules, regulations, terminology, etc., of the area of human resources administration.
  • SHRM certification and three years of progressively responsible experience may be substituted for a bachelor's degree.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated based on your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of fundamental Federal HR employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
  2. Knowledge of other HR processes and related HR systems that relate to recruitment and placement.
  3. Ability to research or knowledge of employee relations concepts, HR principles, HR practices, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues.
  4. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
  5. Ability to communicate with others, both orally and in writing, with tact and professionalism.
  6. Ability to work on multiple tasks concurrently, provide exceptional customer service, handle sensitive material/communication, and maintain strict confidentiality.
  7. Ability to work under deadlines, provide attention to details/organizational skills, and demonstrate sound judgment.
  8. Possess technological proficiency with Windows-based applications, including database, spreadsheets, Microsoft Office, and Adobe.
  9. Federal experience is preferred.

Education

Bachelor's or higher degree in a related field is preferred.
