Duties
This position is located in the Office of the Chief
Administrative Officer, Office of Human Resources. Serves as a Human
Resources (HR) assistant for the Time and Attendance (T&A) section
providing a wide variety of administrative human resource functions and
services related to various pay and time and attendance matters and
programs. At Full Performance Level: The incumbent will use established USCP human resources data
standards and HRIS principles to administer and maintain a segment of the
Department's payroll information management systems including NFC and
Workbrain. Assists with providing technical guidance and direction to
technician and clerical staff in the daily operation and maintenance of ?&?
actions within the various payroll systems. Performs specialized human resources duties involving a wide
variety of ?&? problems or situations. Provides advisory services on
?&? issues. Answers questions about rules, and processes relating to
various pay and ?&? matters and programs. Preforms leave audits to resolve
problems or discrepancies in accounts. Advises managers and employees of
procedural requirements for special programs such as FMLA and events such as
use of leave without pay, etc. Maintains records for and authorizes access to
automated time keeping systems. Prepares various personnel and administrative
forms and monitors various pay actions. Reviews personnel reports and ensures
that information is accurate and takes action to resolve discrepancies.

Oversees the entry of personnel and related payroll data into NFC and
Workbrain. Resolve system-related problems for office staff. Provide managers and employees with specific, directly
applicable information or the Department's practices, procedures, and policies
related to routine compensation issues and programs, such as basic pay,
overtime, or leave entitlement questions or problems. Provides advice to
supervisors and employees on routine, established, relatively common and
non-controversial compensation-related situations covered by existing
instructions and guidelines and accepted personnel practices, such as leave and
attendance. Review proposed actions and provides recommendations on
routine actions, such as paid time off. Advises managers and supervisors on
documentation requirements.

You must be a U.S. citizen.
Successful completion of a background investigation is required.
Must complete a one-year probationary period.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. For the CP-06 level you must have one year (52 weeks) of
specialized experience equivalent to at least the CP-05/GS-07.
Specialized experience is defined as experience which includes: 1) ability to
key employees' time and attendance into an automated timekeeping system; 2)
ability to adjust leave balances; and 3) ability to review documents for proper
application of time and attendance regulations. All eligibility requirements must be met by the closing date of the vacancy announcement.
