Summary

This position is located in the District of Columbia (DC) Courts, Human Resources Division, Benefits Branch. The Human Resources (HR) Assistant provides information and assistance in the processing of various benefit programs offered at the DC Courts.  The incumbent will process and code benefits and personnel actions in the Federal Personnel and Payroll System (FPPS), and maintain official employee records.

Duties

BRIEF DESCRIPTION OF MAJOR DUTIES: 

  • Reviews personnel action requests for appropriateness and supporting documents; resolves discrepancies and identifies when there is a need for additional information.
  • Prepares, monitors, and tracks actions, conducts follow-up, and keep customers informed of Human Resources related developments.
  • Prepares and facilitates new employee orientation to include processing and updating as necessary I-9 forms.
  • Provide technical guidance and consultative services on eligibility and enrollment for federal benefits, to include health insurance, life insurance, vision, dental, long-term care and employment verification; Advises supervisors and employees on regulatory requirements of the programs and develops instructions.
  • Analyzes information to establish the length and type of creditable service, confirm/establish TSP, leave, retirement Service Computation Date and prepares annuity computations for employees.
  • Provides technical guidance and consultative services to individual employees on all aspects of retirement benefits and coverage under Civil Service Retirement System and Federal Employee Retirement System.
  • Researches regulations and records and advises employees on the buyback of creditable time for retirement. Determines the amount of retirement contributions, refunds of contributions, payments, and repayments needed for service credit to include military deposits, and whether all special requirements and conditions applicable to the type of case have been met; and whether the requirements for payment of a survivor annuity or lump sum are satisfied.
  • Writes and verbally communicates techniques to develop and deliver briefings, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
  • Works effectively both independently and in a team or collaborative environment and demonstrate organizational and interpersonal problem-solving skills.

Qualifications

Minimum Qualification:

Grade 7: High school diploma or GED certificate and two (2) years of general administrative experience and one (1) year of experience working in a human resources environment.  Attention to detail, exceptional customer service and time management are required. 

Grade 8: High school diploma or GED certificate and two (2) years of general administrative experience and two (2) years of specialized experience. Attention to detail, exceptional customer service and time management are required. 

Grade 9: High school diploma or GED certificate and two (2) years of general administrative experience and three (3) years of specialized experience. Attention to detail, exceptional customer service and time management are required. 

Specialized experience is defined as:

  1. Skilled in applying Retirement, Payroll, Health and Life Benefits and other personnel regulations, laws, and procedures. Processing various payroll/personnel actions.
  2. Demonstrated skill processing various payroll/personnel actions and/or extracting and inputting personnel and/or payroll data in an automated payroll or HRIS system.
  3. Ability to identify problems, determine accuracy and relevance of information to generate and evaluate alternatives and recommend solutions.

Equivalent combinations of relevant education may be substituted for general experience.

Please note there is a mandatory one year probationary period for all new court employees.

DC Courts' appropriation comes directly from Congress. All DC Courts non-judicial employees receive federal benefits for the following programs:  Life Insurance, Retirement Benefits, Health Insurance and Workers Compensation.

The DC Courts leave policy is as follows:

Annual Leave:  New full-time employees earn four (4) hours of annual leave biweekly. After three years of service this increases to six (6)hours biweekly, and at 15 years it increases to eight(8)hours biweekly. Most military, federal and District of Columbia government service counts toward the time required to go into the next higher annual leave category. Employees can carry over no more than 240 hours of annual leave into the next leave year.

Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn four(4)hours of sick leave biweekly. This leave can be accrued without limit.

In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as a commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.
