Summary

This position is located in the District of Columbia (DC) Courts, Human Resources Division, Performance Management and Employee Relations Unit (PERU).

Duties

BRIEF DESCRIPTION OF MAJOR DUTIES: 

  • Processes documentation and prepares monthly reports relating to performance management and organizational development (PM-OD) projects and activities.
  • Performs administrative, program, and technical work to support the assigned program and its operations. Applies a broad and extensive clerical and technical administrative procedures, methods, and techniques to support managers, supervisors, and higher-graded specialists.
  • Prepares, receives, reviews, and verifies office documents. Maintains office records, locates, and compiles data/information from files for the development of reports. Keeps a project calendar and informs staff of deadlines, other important dates, and similar administrative support work.
  • Coordinates and supports PERU projects, including but not limited to assisting with training sessions, meetings, outreach activities, customer engagement, and other activities.
  • Supports performance management initiatives including compilation, monitoring and tracking of performance plans and evaluations and assisting the HR Specialist for PM-OD in implementing performance management cyclical events.
  • Researches new performance PM-OD practices for possible application to the PM-OD programs and operations.
  • Composes general correspondence pertaining to administrative matters (e.g., letters, memoranda, reports, etc.). Reviews correspondence and documents that were prepared for signature of the supervisor or higher-level managers for correct format, grammar, punctuation, and any other special policy requirements. Coordinates corrective action with the appropriate official or office when errors when errors are identified.
  • Serves as liaison between the supervisor and departmental employees. Provides timely, accurate, and current information to them and other appropriate officials concerning required reporting requirements. Coordinates the submission of a variety of reports and data (i.e., progress, status and fiscal reports) to ensure fulfillment of established program requirements. Reconciles monthly reports in an automated data management system, when necessary.
  • Provides guidance and recommendations relative to procedural and policy requisites, and other necessary matters, to fulfill any regulatory reporting requirements for the assigned program. Provides general administrative information to employees to keep them informed of current program issues.
  • Assists in the development of procedures, methods, work aids, technical guides, and other reference and material for PM-OD program operations.

Qualifications

Minimum Qualification: High school diploma or GED certificate and two (2) years of general administrative experience and three (3) years of specialized experience. Attention to detail, exceptional customer service and time management are required. 

Specialized Experience:Providing a variety of HR support services in a performance management or employee relations position, i.e. drafting, formatting, and editing documents; tracking and monitoring data in various systems; and responding to customer calls and inquiries.

Equivalent combinations of relevant education may be substituted for general experience.

The District of Columbia Courts is an independent branch of the District of Columbia Government and is not under the authority of the City Mayor or the D. C. Council. DC Courts' appropriation comes directly from Congress. All DC Courts non-judicial employees receive federal benefits for the following programs:  Life Insurance, Retirement Benefits, Health Insurance and Workers Compensation.

The DC Courts leave policy is as follows:

Annual Leave:  New full-time employees earn four (4) hours of annual leave biweekly. After three years of service this increases to six (6)hours biweekly, and at 15 years it increases to eight(8)hours biweekly. Most military, federal and District of Columbia government service counts toward the time required to go into the next higher annual leave category. Employees can carry over no more than 240 hours of annual leave into the next leave year.

Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn four(4)hours of sick leave biweekly. This leave can be accrued without limit.

In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as a commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.
