Duties

This position is located in the Office of the Chief Administrative Officer, Office of Human Resources (OHR).  Serves as a Human Resources Specialist (Employee and Labor Relations) for the Workforce Relations Division providing employee and labor relations consultative services to managers and employees of the USCP.

At the full performance level:

The incumbent serves as a technical expert to HR and USCP leadership regarding employee relations issues involving grievances related to pay and leave issues, entitlements, performance management, telework, etc. that have USCP wide implications.  Advises, provides counsel, and assistance to managers or staff of serviced organizations in solving problems or in expediting corrective actions.  Keeps abreast of the status of actions to advise managers on problems, solutions, and possible operational improvements to increase effectiveness of the employee relations program.  Review trends in ER and anticipates areas of potential controversy to implement mitigating actions.  Serves as liaison to outside entities, such as third-party investigators and employee representatives for all matters pertaining ER.  Apprises OHR and USCP leadership as appropriate of complaints and issues that may impact operations, procedures, and budgets.

Developing and implementing the USCP labor relations program including policy guidance and advice to senior leadership, program managers, other management officials, and supervisors.  Applies complex HR case law, principles, practices, and regulations to perform detailed analyses and draw conclusions on legal issues, problems, and situations with broad implications affecting the USCP or even USCP's interests.  Advises management on the overarching administration of collective bargaining agreement(s).  Trains supervisors in the provision of the collective bargaining agreement (CBA) and other aspects of labor management relations.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-10 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-09/GS-11 level that is in or directly related to the line of work of the position to be filled. Specialized experience is defined as a comprehensive knowledge and skill in providing technical assistance to employees and managers on a variety of human resources concepts, regulations, and practices with emphasis in employee and labor relations; and skill in analyzing routine employee and labor relations issues and situations, gathering data, and preparing recommendations and information for management.

For the CP-11 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-10/GS-12 level that is in or directly related to the line of work of the position to be filled. Specialized experience is defined as a demonstrated mastery knowledge of and skill interpreting and applying human resources concepts, regulations, and practices with emphasis in employee and labor relations actions to provide authoritative advice to senior leadership, program managers, other management officials, and supervisors; expert knowledge of analyzing complex employee and labor relations issues and situations, gathering data, and drafting recommendations and information in order to present viable options to management and leadership; and the ability to maintain contacts with union representatives, management officials, and employees to discuss matters of mutual interest.

There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
