Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the Infrastructure Engineering Unit of OCIO at the Export-Import Bank of the United States (EXIM) which handles all Infrastructure Operations including Systems/Network Engineering, Security Engineering, Helpdesk, SOC, and is responsible for analyzing customer requirements and managing the day-to-day operational activities of customer support, systems administration, optimization, operational requirements, and maintenance associated with the various LAN/WAN networks, Microsoft 365, AWS, wireless systems, and voice systems utilized by the bank. The incumbent, further, performs acquisition, planning, testing, installing, configuring, troubleshooting, and maintaining Hardware and Software for desktops, servers, network (LAN/WAN), and Mobile Device Management by ensuring the availability and functionality of these systems in normal and in the continuity of operations situations.
At the full performance level, duties include, but are not limited to:
Oversees the development and maintenance of Helpdesk ticketing, problem resolution, and asset tracking systems in support of help desk operations.
- Oversees the contractor's work and their day-to-day activities which consist of installation, maintenance, repairs, and replacements of IT hardware, software, and office productivity applications, including servers, operating systems, network devices, data center equipment, storage (SAN) and backup systems.
- Setup and support end-user computers by overseeing the plans and schedules work to be accomplished by the contractors who configure computers, IT devices (e.g., printers, scanners, mobile devices, desk phones, etc.); ensures proper access controls for end-users for bank systems and applications; ensures computer images are built correctly by the contractor engineering staff and the systems are in compliance with Federal Information Security Management Act (FISMA) security guidance set by FISMA and the National Institute of Standards and Technology (NIST) and the devices are properly locked down and meet the minimum security baseline configuration standards established by the Agency.
- Ensures adherence to the confidentiality, integrity, and availability of systems, networks, and data through planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools used at EXIM.
- Provide information and assistance to customers via the IT helpdesk. Troubleshoot and provide guidance on technical problems while logging assistance requests and prioritizing the user's need for immediate or subsequent assistance.
- Manage the IT support services to the Bank's Regional Offices and Remote Users (including the Bank staff on official travel).
- Assists Infrastructure Engineering and Operations Unit supervisor by providing planning, configuration, testing, implementation, and management of the operating systems in support of the agency's IT architecture and business needs.
- Coordinates the planning, procurement, deployment, testing, operation, troubleshooting and maintenance of the production and non-production (development & testing) hardware and software systems.
- Coordinates with users and leads the helpdesk staff when setting up new offices with IT systems, expanding existing offices, refreshing/deploying computers and other end-user devices.
- Maintains the network/system inventory and software/hardware licenses by ensuring that deployed inventory, hardware, and software are compliant with the terms and conditions of the procurement, license terms and conditions, warranty, security, support, and service level agreements. Prepare equipment that is no longer serviceable for disposal.
- Participates and oversees the support for the Bank's continuity of operation (COOP) and disaster recovery (DR) exercises. Monitors, reviews, validates, restores, and performs data backups.
- Builds customer relationships and manages the lifecycle of all problems that happen or could happen. Researches, evaluates, and provides feedback on problematic trends and patterns in customer support requirements including training in response to customer needs.
- Assists Infrastructure Engineering and Operations Unit supervisor by providing budgeting, end user computer refreshes plan, task orders, invoice tracking and timely authorization for payment, award fee planning, allocation and evaluation for exceptional contractor performance, tracking of budget and schedules and/or level of effort for contractor performance ensuring costs, schedules, and levels of effort and deliverables are consistent with the contracts.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government. Specialized experience includes:
- Experience overseeing Information Technology (IT) projects supporting and overseeing helpdesk operations, customer outreach and training;
- Experience serving in the capacity of a Contracting Officer Representative (COR) or Technical Point of Contact (TPOC) for IT Help Desk, End-User Support, Asset Management, Experience in Network, Systems, and Security Operations projects especially evaluating contract performance, budgeting, invoice tracking and timely authorization for payments; and
- Experience providing practical and technical leadership in the cybersecurity areas of continuous monitoring and diagnostics, situation awareness and threat assessment, vulnerability management, incident response operations and management.
In addition to the Specialized Experience noted above, applicants must also meet and demonstrate the IT-related experience demonstrating each of the four competencies listed below:

- Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.
