Job Description (Please follow all instructions carefully)

Summary

This position is located in the Corporate Operations Branch, Corporate & Legal Operations Section, Legal Information Technology Unit in the Legal Division and is responsible for providing comprehensive cost effective information technology services.

Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement.

Duties

-Assists with the development, implementation, and assessment of Legal Division learning and development initiatives.

-Provides support and communication in carrying out the Division’s innovation and technology-based solutions and initiatives.

-Develops and distributes communication/marketing strategy for advertising the availability of the individual tutorial services and classroom/virtual training sessions

-Troubleshoots and assists with a variety of IT problems and analyzes the areas of concern, e.g. systems, hardware, equipment, etc.

-Develops and conducts training. Produces training materials for Legal Division internally developed systems and applications.

-Provides training program management support which includes the administration and management of all activities to satisfy the training requirements identified by the Legal Division.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-12:Applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service.  Specialized experience is defined as supporting the administration and execution of a training program to include: planning course schedules; developing instructional materials; evaluating training outcomes and curriculum; creating training resources; delivering technical training utilizing presentation styles and methods focused on adult learning principles during face-to-face or virtual classroom training sessions; and providing technical support to end-users by troubleshooting and assisting with a variety of IT problems.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

There is no substitution of education for the experience for this position.

Additional information

Selectee(s) for this position will be required to report to their duty station office at least 1 day per pay period beginning January 2, 2024, and at their supervisor’s direction to support mission and project needs. In person reporting requirements are expected to increase in July 2024.

1. Knowledge of Courseware Development concepts, processes, tools, foundation technologies, methodologies, and visual communication techniques.

2. Ability to use automation and a variety of available technologies.

3. Skill in the development of web-based training curriculum and content utilizing industry best practices for virtual and classroom creation and delivery.

4. Skill in applying IT and IT customer support concepts, principles, methods, and practices.

5. Ability to communicate in writing.

6. Ability to communicate orally.

7. Knowledge of programs utilized for training and courseware development such as Camtasia and SnagIt.

8. Skill using application, enterprise architectures, and commercial off-the-shelf (COTS) products including SharePoint, Microsoft (Office) 365, content management systems such as Adobe Experience Manager (AEM), and data analysis survey software such as Qualtrics.
