Summary

This position is located in the Architect of the Capitol (AOC); Director, Utilities and Power Plant Operations; Assistant Director, Operations Division. The selectee will serve as the Industrial Control Systems Specialist for the Capitol Power Plant and be responsible for communicating the functional requirements and specifications for the operation, reliability and maintenance of Industrial Control Systems (ICS) located at the Capitol Power Plant (CPP).

Duties

**Must possess a valid State or D.C. Driver's License.**

The CPP operates around the clock to provide steam for heating and chilled water for air conditioning to the buildings of the U.S. Capitol including the House of Representatives, the U.S. Senate the Library of Congress and the Supreme Court. This position is emergency essential. The specialist is required to report to work during emergencies, failure of plant machinery and equipment and inclement weather situations to support the critical mission of the Capitol Power Plant. The tour of duty is normally scheduled Monday through Friday during the work week.

Major Duties:

Repairs, adjusts and calibrates distribution and primary facility energy meters (e.g. electric, steam, chilled water and condensate return system meters) including sub-meters including flow, pressure, conductivity and temperature meters.

  • Serves as a specialist in the implementation, maintenance and operation of CPP ICS for assigned operations. Provides input into the development of a plan of action or project plan to develop functional specifications necessary to carry out the requirements of the CPP ICS.
  • Collects, interprets and develops specialized information about plant and distribution equipment, systems or subsystems. Interprets drawings for multisystem complexes such as the complete P&ID systems schematics, DCS architecture plans and ICS logic sequences, including numerous interconnections of signal paths both between and within individual subsystems of the multisystem complex.
  • Makes recommendations to the ICS Program Manager on procedural and technical changes necessary to modify equipment processing to resolve alarms and operational impediments. Reviews the effect of recommended modifications on CPP ICS.
  • Collaborates with manufacturers, engineers, resource management officials and technical representatives concerning the availability, development and status of integrated products and technical information for use in preparing provisioning documentation, maintenance support plans, training and publications requirements, instrument accessories and equipment modifications.
  • Plans and coordinates the installation, configuration and implementation of major hardware or software upgrades to the systems environment. Oversees testing to ensuring minimal disruption to operations. Advises plant affected personnel by providing implementation support.
  • Installs, tests and implements vendor-supplied modifications to existing system. Independently determines the feasibility of installing modifications and schedules implementation to ensure continuity of operations.
  • Independently diagnoses and resolves trouble calls in the technical area. Analyzes malfunctions, devises repair procedures and performs the repairs. Keeps up-to-date on technical developments and makes recommendations for systems environment improvements and upgrades. Develops and conducts training sessions, demonstrations and classes on the new or modified system.
  • Performs backup, restoration, reorganization and recovery work on the databases and associated files. Monitors database performance and conducts performance tuning activities designed to optimize data management processes. Recommends performance enhancements, such as increasing storage capacity or modifying interfaces.
  • Installs or oversees the installation of virus definition software, Microsoft system updates, ICS system updates and component firmware in accordance with AOC and CPP Policies. Tracks routine PMs and ensures that adequate documentation is kept in accordance with applicable NIST standards, AOC Policy and CPP Procedures.
  • Troubleshoots accessibility and availability problems and initiates corrective actions. Analyzes performance data, researches technical solutions and modifies systems and database configurations to correct problems affecting the confidentiality, integrity and availability of data.
  • Conducts comprehensive technical reviews of professional studies, research and analysis in ICS Systems and ICS System Security. Applies findings in the development of projects or operational and maintenance directives. Suggests appropriate consideration of inclusion or change to existing practices, policies and/or programs.

After hire, the specialist must obtain and maintain Contracting Officers Technical Representative (COTR) training in accordance with AOC policies.

Qualifications

Qualifying on Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service. 

Specialized experience is defined as experience in three or more of the following five items: (1) Acting as an expert in two or more of the following areas: design, operation, maintenance, and administration of Industrial Control and Meter Systems (ICS); (2) Assisting in the development or management of an ICS or Meter System during installation of new system, or maintaining such a system; (3) Updating firmware or system software on all components in an ICS and/or energy meters; (4) Performing routine system checks including communications on an ICS and/or Energy Metering System; and (5) Communicating complex technical requirements and alternatives to non-technical personnel, including end users and senior management.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-11 grade level in the Federal service.
