Summary

The Information Technology Specialist (Security) position is located in the Department of Administrative Services (DAS), Administrative Systems Office (ASO), Security and Data Integration Staff (SDIS). The SDIS is responsible for administering and overseeing the system security requirements for various Human Resources, Financial, Facilities and AO Support applications and information systems.

Duties

The incumbent of this position will occupy an entry level Information Technology Specialist (Security) position. This opportunity offers tailored learning and development activities to include: formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases to $99,200 to $185,930.

This position will report to the Deputy Chief of the Security and Data Integration Staff (SDIS), Administrative Systems Office (ASO), Department of Administrative Services (DAS). The SDIS is seeking a self-motivated entry level Information Technology Specialist (Security) to join its team. The incumbent will be assisting with various system security requirements for Human Resources, Financial, Facilities and Support applications and information systems.

At the entry level, the incumbent performs professional entry level assignments specifically designed to prepare the incumbent for higher level professional work. The incumbent will participate as a team member working under the direction of the Deputy Chief of the SDIS. As competencies in entry level assignments increase, the incumbent will be assigned progressively more complex work with an appropriate level of supervision.

At the full performance level, the duties of this position include, but are not limited to:

  1. Communicating Judiciary security policies, procedures, and safeguards for all applications and information systems.
  2. Developing and maintaining security documentation including, system security plans, incident response plans, contingency plans, and all security documentation.
  3. Analyzing and advising on the risk and remediation of security issues based on reports from vulnerability assessment scanners, patch management tools, and emerging threat information.
  4. Ensuring risk assessments are conducted periodically to re-evaluate the security and risk posture of the system and mitigation strategies as well as assessing the impact of new requirements.
  5. Developing remediation plans, along with stakeholders, for discovered vulnerabilities and documents in Plan of Actions Milestones.
  6. Assisting with investigations into security violations related to applications and information systems; and ensuring corrective actions are implemented and information security incidents are handled in accordance with Judiciary policies and procedures.
  7. Participating in associated security and change control boards for applications and information systems and evaluating the risk impact of proposed changed.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Applicants may qualify for this position in one of the following ways:

A. Having IT-related specialized experience demonstrating EACH of the four competencies and the specialized experience listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information to individuals or groups effectively; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation.
AND

One full year (52 weeks) of specialized experience in, or directly related to, the line work of this position. Specialized experience is demonstrated knowledge of NIST Special Publications (SP), including NIST 800-53, 800-37 and 800-18 or other federal guidance; and knowledge of current security tools, hardware/software security implementation, communication protocols, and encryption techniques/tools.

OR

Having completed a 4-year course of study leading to a bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. (TRANSCRIPT REQUIRED)

OR

Having completed a 4-year course of study leading to a bachelor's degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (TRANSCRIPT REQUIRED)

Education

Education: If you are using your education to qualify for all or part of the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript e.g., course title, semester/quarter hours, and grade), from an accredited college or university, which shows a completed 4-year course of study leading to a bachelor's degree. This information must show superior academic achievement. Superior academic achievement is defined as a 3.5 GPA in your major or an overall GPA of 2.9. (TRANSCRIPT REQUIRED)

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Part-Time or Unpaid Experience
: Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week.
