Duties

This position is located in the Office of the Chief Administrative Officer, Office of Human Resources (OHR).  Serves as a Lead Human Resources Specialist (Employee and Labor Relations) for the Workforce Relations Division providing employee and labor relations advisory and consultant services to managers and employees of USCP.

The incumbent will provide support to HR and USCP leadership regarding employee relations issues involving grievances related to pay and leave issues, entitlements, performance management, telework etc. that have USCP wide implications.  Advises, provides counsel, and assistance to managers or staff of serviced organizations in solving problems or in expediting corrective actions.  Keeps abreast of the status of actions to advise managers on problems, solutions, and possible operational improvements to increase effectiveness of the employee relations program. Reviews trends in ER and anticipates area of potential controversy to implement mitigating actions.  Assesses the impact of proposed programs and changes in Federal and USCP policies.  Keeps leadership apprised of such potential impacts.  

Builds strategic partnerships and collaborative relationships across all facets of the USCP to assist supervisors and managers in incorporating performance evaluation systems into all aspects of their management and supervisory work.  Uses study findings to develop recommendations on improving performance management at the USCP level. Creates project plans to implement recommendations and guides managers and supervisors in implementation.  Serves as liaison to outside entities, such as third-party investigators and employee representatives for all matters pertaining to ER.  Apprises OHR and USCP leadership as appropriate of complaints and issues that may impact operations, procedures, and budgets.

Supports the development and implementation of the USCP labor relations program including policy guidance and advice to senior leadership, program managers, other management officials and supervisors.  Applies complex HR case law, principles, practices, and regulations to perform detailed analyses and draw conclusions legal issues, problems, and situations with broad implications affecting the USCP or even USCP's interests.  Advises management on the overarching administration of collective bargaining agreement(s).  Plans, guides, and manages the full life cycle for negotiated agreements.

You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-12 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-11/GS-13 level that is in or directly related to the line of work of the position to be filled. Specialized experience is defined as experience demonstrated mastery of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; demonstrated knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of one or more employee and labor relations programs; and experience setting team priorities and directing and overseeing the workload of subordinates.

There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
