Basic Requirements:
Specialized Experience:
GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: (a) applying policies and procedures on personnel and administrative processes or operational support; (b) assisting in development of administrative or operational systems or processes; (c) identifying, analyzing, and making recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, recruitment and onboarding, performance appraisal, administrative and management functions, or operational functions.
GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes:
(a) Develop and maintain system to track and manage flow of work related to recruitment and contract actions to ensure procurement planning objectives are met;
(b) Analyze where deficiencies are and work with technical offices and institutional contractors to ensure actions are adequately processed.;
(c) Facilitate communications between BHA divisions and M/OAA for procurement actions;
d) Provide advice and guidance to assist BHA regional and technical teams in development of contractible statements of work, and with procurement processes and procedures.
GS-13: - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes:
(a) Take initiative, act independently, and perform with minimal direction in providing services in support of various functions related to procurement, management of contracts for program-funded personnel, program planning, budget/finance, office administration, and security;
(b) Provide expert advice on acquisition and assistance practices and policies, on a range of workforce, organizational and human resource functions, on contract management and on procurement planning.
(c) Provide procurement advisory services on matters such as interpretation of contracting policy and procedures, and as appropriate, prepare written communication to advise of current and updated policy and procedural changes;
d) Analyze and apply complex policy to make recommendations for management consideration. Demonstrate comprehensive understanding of Federal Acquisition Regulation, USAID Acquisition Regulation, and relevant USAID policy as it pertains to acquisition and assistance mechanisms.

This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.
Selective Placement Factor: Your resume must demonstrate documented experience working in an civilian-based international humanitarian or development organization supporting the development and delivery of efficient hiring processes to quickly onboard and prepare employees to support civilian-based international humanitarian or development operations and programs.
Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
