Summary

Serves as a human resources liaison providing program and operational support for a vast array of human capital program areas.

Duties

Performs a variety of administrative, organizational, and analytical assignments/tasks to provide customer support services to a nationally disbursed organization of attorneys and non-legal support professionals. Reports directly to the Manager, Workforce Services Team.

Serves as a liaison to coordinate with the Office of Human Resources (AHR) on all aspects of the Office of the Chief Counsel's organizational human resources support, services, policies, and status reporting. Exercises a high level of independence in project planning activities. Resolves most problems and work issues to develop or recommends approaches to address current and anticipated problems or issues on human capital initiatives, programs, and resources to accomplish projects/work activities.

Conducts the necessary research and collaborates with the AHR POC to provide managers with accurate advice, guidance, and workforce support on human capital programs, including position management, job documentation and analysis, workforce planning, manpower analysis, strategic recruitment, and FAA hiring flexibilities, as needed.

Provides guidance, trains, and mentors less-experienced team members. Leads teams/projects, designs and recommends solutions to complex problems. Completes appropriate documents for assigned service and program area(s) of responsibility; prepares and reviews management reports and/or contractual documents and develops and recommends improvements to systems and processes to improve operational efficiency for human capital programs.

Utilizes a variety of automated databases/systems to research and manipulate a variety of workforce data, and to plan, track, and review workload activity. Develops and/or prepares regular, recurring reports to provide updates, and to assist management with making budget, workforce analysis, and other planning decisions.

Drafts a variety of technical and routine documents including emails, letters, memos, reports, and filings. Proofreads final documents for accuracy, spelling, grammar, punctuation, and completeness. Uses Microsoft Office Suite and Adobe software to accomplish work-related tasks to organize, store, and retrieve a variety of documentation types. Scans, indexes, labels, organizes, and files both electronic and paper copies of documents. Accurately enters, updates, and tracks information in a variety of data tracking and document management systems.

Maintains human capital management correspondence via an automated tracking database by ensuring all incoming and outgoing documents are input accurately and timely. Provides support to the office through logistical case file management. Designs and recommends solutions to improve operational efficiency.

Establishes and maintains professional working relationships with various internal and external stakeholders; such as immediate office staff and across the organization to convey, obtain, and gather information. Contacts typically are internal and external to the Office of the Chief Counsel, with regular contacts among practice area managers, internal stakeholders, and other external parties to share information about the FAA and explain the application of policies and procedures. Develops presentations and reports for varied internal and external audiences.

Work is reviewed typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade/pay band (FV-H, FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

  • Experience administering and managing various human capital programs and processes to provide support to a diverse professional workforce; and
  • Experience utilizing various automated databases and software programs (i.e., Microsoft Word, Excel, PowerPoint) to gather, extract, manipulate, and compile data from multiple sources and to provide administrative and program support within an office setting.

Desirable candidate(s) will have experience with:

  • Training or leading peers or a team of analysts or administrative support personnel on human capital related programs.
  • Using at least 3 of the following systems to accomplish work assignments: 1) automated recruitment systems (e.g., Monster, USAJOBS, USA Staffing, Automated Vacancy Information Access Tool for Online Referral (AVIATOR); 2) document management systems (e.g., Case and Document Management System (CDMS), Teams, Google Docs, and SharePoint; 3) personnel processing and reporting systems (e.g., HR Connect; National Finance Center (NFC), EPIC Processing, Inquiry, and Correction System (EPIC), Federal Personnel Payroll System (FPPS), and Oracle Business Intelligent Enterprise Edition (OBIEE); 5) workforce tracking management system (e.g., Workforce Transformation Tracking System (WTTS); or 6) Position Designation Tool (PDT).

  • College Park, GA: $92,964 - $144,081 (incl 23.45% locality for Atlanta, GA)
  • Des Plaines, IL: $98,205 - $152,204 (incl 30.41% locality pay for Chicago, IL)
  • Kansas City, MO: $89,349 - $138,479 (incl 18.65% locality pay for Kansas City, MO)
  • Atlantic City, NJ: $96,805 - $150,033 (incl 28.55% locality for Philadelphia, PA)
  • Oklahoma City, OK: $87,971 - $136,343 (incl 16.82% locality pay for the Rest of the U.S.)
