Summary

This position will track the incoming requests from Congress, the White House, and the Department; aid in completing congressional reports and casework; assist in preparation for and follow-up to congressional hearings; assist Members of Congress and their staff concerning program and policy matters and pending legislation; and prepare for Congressional briefings.

Duties

As a Management Analyst, you will:

  • Establish milestones for the receipt of information and reports out gathered information, internally and externally; regulatory guidelines are satisfied; and mutual consent and understanding of all participants is established, including the Bipartisan Infrastructure law and annual appropriations act.
  • Liaison and continuing cooperation with the Office of the Secretary of the Department of Transportation, White House officials, members of Congress, Departmental and FMCSA officials, Federal, State and local personnel, private sector groups, and individuals who have concerned interest in FMCSA programs and safety-first mission, specific to legislative initiatives at the local, State, and Federal level, including providing technical assistance, assisting drafting Congressional reports, and working with constituents on casework.
  • Serve as technical assistant on matters relating to safety, implementation of the National Roadway Safety Strategy and the Department’s Strategic Plan; the Administrator’s objectives; state of the commercial motor vehicle industry, driver retention, research and analysis, supply chain and other duties

The ideal candidate for this position is a mission focused professional with experience performing legislative research, interpretation and analysis, preparing senior management to brief Congress, tracking legislative proposals and legislative milestones. We are seeking an individual who has experience: analyzing and interpreting politically sensitive information; promoting an agency's policies, initiatives, and programs; utilizing verbal and writing skills to organize and disseminate information; and recommending communication strategies on legislation, policies, or directives that impact an agency. Excellent inter-personal skills and written communication skills are required.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To Qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:

  • Experience analyzing and interpreting regulations and legislation; AND
  • Experience tracking legislation through the Congressional process; AND
  • Experience promoting an agency or Department's policies, initiatives, and programs; AND
  • Experience utilizing verbal and writing skills to organize and disseminate information.
