Summary

The incumbent serves as a Management and Program Analyst within the assigned organization.

Duties

Performs multiple and varying, assignments under the limited direction of a manager, project/program manager, team leader or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Applies experience and advanced knowledge of management analysis and evaluation to assigned programs/projects.

Applies advanced knowledge and experience of analytical and evaluative methods and techniques for assessing projects/programs across functional and/or organizational lines. Typical assignments may include: tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes.

Reviews and analyzes new and proposed regulations and policies. Develops recommendations for the organization and program managers on critical planning and resource utilization issues. Conducts analyses in the review and evaluation of program activities. May assist with representing the organization in dealings with officials of other FAA organizations, DOT and the private sector. Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. Contacts are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions. Performs other duties as assigned.

Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of the project or other work activity. The work activities support and is vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB's/SO's. The work may affect internal and external customers.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS 10-11 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Experience includes: Experience working with and managing data and reports utilizing various data tools such as Tableau or Microsoft PowerBI. Experience and knowledge of conducting reporting, analytics and analysis.
