Duties
As a Management and Program Analyst you may:
- Provide technical expertise and management and coordination of DOE technical office expertise to the U.S. Department of Treasury, the Internal Revenue Service, and the White House on the Inflation Reduction Act (IRA) clean energy tax credits.
- Provide input to design of DOE programs and funding created under IRA ensuring consistency with longer-term climate and clean energy goals.
- Conduct qualitative and quantitative policy analyses in support of IRA implementation.
- Provide advice to management on technical policy documents, legislative text, and regulatory text.
- Participate in stakeholder engagement activities that underpin national energy goals affecting IRA policy development and implementation.
- Perform clean energy related program and project management activities.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes all the following:
- Providing technical guidance and advice for clean energy policies; AND
- Supporting project management activities for mission critical programs; AND
- Developing and leading quantitative analyses related to clean energy technologies, technology costs, and/or barriers to deployment.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.

- Developing policy options and/or strategies for clean energy policies; AND
- Leading project management activities such as leading a work group(s) in support of mission critical programs; AND
- Developing and leading quantitative analyses including data modeling, evaluation indicators, and/or trends, focused on clean energy technologies, technology costs, and/or barriers to deployment.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.

This position is announced under a government-wide Direct Hire Authority (DHA) for Management and Program Analyst positions in the GS- 0343 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest. Veteran's Preference, Schedule A, Category Rating, and other methods of consideration DO NOT APPLY under Direct-Hire Authority regulations.
