Summary

The Division of Registration and Loans (CRL-LS) is responsible for properly carrying out collection management activities, maintaining and updating records on all works of art owned by or entrusted to the care of the National Gallery, and for the location, condition, safety, and movement of those works of art.

Duties

As the Museum Specialist, you will:

  • Oversees loan requests, determines potential viability, and works with curators to assess suitability of the loan request and art availability.  Circulates requests to appropriate offices for review.  Manages the progress and status of loans. Secures recommendations of relevant curators for loan requests through curatorial memorandum by providing pertinent loan information for decision making.  Coordinates and completes the examination and evaluation of artworks with the Head of Conservation or designated representative as necessary for loan approval. 
  • Works with conservation staff in safeguarding works of art and that appropriate packing, shipping, and installation methods are followed, and assists them in determining the most appropriate packing and shipping methods for fragile and complex works of art. Coordinates condition checks with conservators and maintains condition reports. Ensures that condition reports are completed by conservation staff. Develops and manages master Loan Production Schedule in coordination with other loan registrars. Directs the Art Production Coordinator and art handlers in the packing, unpacking and movement of loans to meet deadlines and to fulfill objectives.  Coordinates activities with outside contractors, curators, couriers, and other gallery personnel involved with loan preparation activities.
  • Negotiates special conditions regarding the artworks to be lent, in consultation with conservation. Liaises with customs officials for the completion of shipping documents and the clearing of such documents through the customs office.  Ensures that all foreign shipments leaving the National Gallery and the United States are handled in conformity with the customs regulations of foreign countries and of the United States Transportation Security Administration. Conveys the technical specifications for outside contractors to construct shipping crates and other services and assures that all work has been performed to standards. Organizes the loan crate retrieval from and return to the crate refit program. Continually communicates with outside museums, shippers, and contractors for arranging movement of artworks; with customs brokers for arranging clearance for foreign shipments; and with other officials and counterparts at other institutions.

Qualifications

Candidates must meet the Qualifications Standards Handbook requirements for the NF-1016-12. 

For this position, specialized experience is at least one year of curatorial experience, equivalent in responsibility to the GS-11 level in the Federal service, coordinating the transfer of works of art between museums or cultural institutions.

Other Relevant Eligibility Criteria: Work requires mobility to move frequently around and between two buildings.  Must be able to lift and carry at least 25 pounds.  Must be able to ride for long periods in Gallery and commercial vehicles while escorting works of art. Travel is required (up to 25%).  Must pass the TSA Security Threat Assessment.

Experience

Other types of experience may also be qualifying if appropriate to the position to be filled.

Specialized Experience (for positions at GS-5 and above): Experience related to the operation or management of a museum or similar collection of valuable objects. Examples of qualifying specialized experience include collections management, registration, cataloging, research, preservation, restoration, or conservation of collections of museum material, or other experience related to the position to be filled. Most positions require a particular subject-matter specialization, e.g., aeronautics, anthropology, art, geology, history, natural science, technology, biology, or zoology.

Undergraduate and Graduate Education: For GS-3 positions, education may have been in any field of study. For positions at GS-4 and above, related course work is required.
