Summary

This Chief Information Officer position is located in the Bureau of Administration, Planning, Resources and Innovation Directorate, Office of Technology and Innovation (A/PRI/TI) in Washington, DC.  The Bureau's mission is to provide world-class administrative services in support of America’s global foreign affairs. Its progressive programs and lines of business enable U.S. diplomats to operate more effectively worldwide to meet the Department of State’s mission.

Duties

The Chief Information Officer (A/PRI/TI) serves as principal advisor to the Assistant Secretary, the Principal Deputy Assistant Secretary, and other Bureau Deputy Assistant Secretaries on all matters related to Information Technology (IT) to increase responsiveness, agility, and customer experience for Department customers.  The CIO's primary responsibility for the Chief Information Officer (A/PRI/TI) is to support Bureau leadership tenets to drive A Bureau IT modernization, customer experience, human-centered design, cloud-first and zero-trust architecture, and portfolio management best practices for a multi-phased set of initiatives that enable program modernization and transformation.  Specifically, the incumbent:

  • Oversees, directs, plans, and manages all A Bureau systems technological development, implementation of related Congressional mandates, interagency technical coordination, establishing related policy, and providing policy guidance to A Bureau senior management. Oversees a comprehensive IT program that encompasses the entire systems development lifecycle process, ensuring adherence to this process by a large, highly skilled technical workforce comprised of Civil Service, Foreign Service, and contract staff from various disciplines.

  • Leads the development and coordination of comprehensive long-range strategic plans to ensure the Office of Technology and Innovation remains a reliable and nimble operation and implements plans efficiently and effectively. Establishes standards and procedures for the effective and efficient implementation of Office activities, and evaluates effectiveness, economy, and customer service, and develops methods for continual improvement.

  • Directs planning, development, and management of IT investment portfolio and resources for all facets of the Bureau of Administration’s IT and information handling systems. Directs preparation of annual budget of over $150 million and financial plans for supplemental spending and other financial management documentation in regard to automation and provides justification for and defense of these resource requirements.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). All applicants must submit a narrative statement covering each of the Mandatory Technical Qualification questions in order to receive consideration for the position. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification. Your experience and resume should explicitly demonstrate the following:

  • MTQ 1:  Demonstrated experience leading and directing an integrated and cross-functional technology enterprise, featuring large-scale project implementation in a multi-cloud environment, utilizing Dev/Sec/Ops, agile development, business process management, enterprise data management.  Experience establishing portfolio management best practices for a multi-phased set of initiatives that enable program modernization and transformation.
  • MTQ 2: Demonstrated expertise in the strategic development of technology and information security plans – including experience gaining buy-in and negotiating complex IT challenges with senior leadership – that include identifying innovative and leading-edge solutions, implementing robust project planning, defining and securing funding, building a tech savvy and leading-edge workforce, developing a broad-based customer experience program for a geographically dispersed workforce and customer base.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The Panel will rate applicants on the basis of the quality and extent of total accomplishments, experience and education. The Panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the Mandatory Executive Core Qualification requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications.
