Duties
The Operations Research Analyst uses computational and data manipulation methods to perform multiple, varying, and complex research and analytical assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist to support AVS initiatives. Applies experience and advanced technical knowledge of the scientific methods and techniques to design, develop, and adapt mathematical and statistical analysis for analyzing management problems and identifying the effects of alternative solutions to these problems.
As a contributing specialist for large work activities, works with cross-functional teams to understand data needs and provide analytical support. Performs scientific research using statistical methods and techniques (e.g. modeling, descriptive statistics, regression analysis, decision analysis, and statistical testing) to plan, design, collect data, analyze, interpret data, and provides results that provides solutions in support of the mission of AVP and other key AVS supported initiatives. Utilizes data visualization tools to provide data and results to management for inform decision-making. Assists in the coordination of major program development activities of AVP, the FAA’s Aviation Safety Information Analysis and Sharing (ASIAS), the General Aviation Joint Steering Committee (GAJSC), and the Commercial Aviation Safety Team (CAST).
Considers AVP and AVS objectives when developing, integrating, and implementing solutions to diverse, complex problems. Utilizes statistical analysis, simulations, modeling, or other methods to analyze information and develop solutions. The analysts uses statistical software to develop mathematical models and/or creates simulation models of problems, and evaluates alternative courses of action. Applies quantitative and qualitative methods in conducting and analyzing studies to assess the effect of change. Gathers aviation safety data from multiple sources to write and optimize queries for retrieving and manipulating data efficiently. Identifies trends, interprets data, and generates insights through the use of analytical tools and models. Accesses, maintains, and updates relational databases to ensure data integrity and availability. Provides recommendations to improve work processes.
Contacts are internal and external. May work with FAA staff members, representatives of domestic and international airlines, manufacturers, employee groups, air traffic organizations, and others in the worldwide aviation community to provide support to programs. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Selects computational or data manipulation methods to be used in research and analysis. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work-activities within established schedules.
Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations.
