Summary

A successful candidate will serve as an Operations Research Analyst supporting a multi-disciplinary team to provide cost, schedule, risk, portfolio, budgeting, decision-analysis, and other analytical support to NNSA's infrastructure modernization projects and other acquisitions (e.g. equipment procurement, minor construction, lease purchase and other acquisition strategies).

Duties

As an Operations Research Analyst you will:

  • Provide analytical support to NNSA elements and leadership on its programs, projects, and portfolios in areas such as cost, schedule, risk, or performance outcomes.
  • Identify and assess issues and applies problem-solving methods (e.g. queuing theory, optimization, discrete event simulation, Monte Carlo analysis, other mathematical, statistical, and decision analysis methods). Examine problem context, data integrity, resource constraints, and key assumptions to develop deterministic and/or probabilistic models to understand the range of potential outcomes, sensitivity to assumptions, and relevant trade-offs. Wors with fellow Operations Research Analysts or other technical personnel on analysis techniques and findings.
  • Work on analytical teams developing tasks and execution schedules, overseeing day-to-day activities, coordinating with senior program and site partners, ensuring final products are high- quality and defensible, and presenting results to senior leadership. Participate in a community of analysts developing similar analytical products, encourage the free flow of ideas and best practices, and participate in the development of NNSA policy in areas such as cost estimating.
  • Communicate results of complex analytical studies, estimates, and reviews to stakeholders. Review and integrate results of multidisciplinary models or analyses into a succinct message, and present through oral and written methods to supervisors, stakeholders, and customers. Represent the interests of the organization with NNSA, contractors, reviewing entities, and other federal agencies.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or grade in the Federal Service (i.e., NN/EN-03, NQ-02 or GS- GS-12). Specialized experience for this position is defined as experience applying operations research concepts, theories, and practices to support development of complex analytical and decision analysis products, models, or tools. Specialized experience for this position includes at least one of the following:
  • Perform or support development of complex analytical and decision analysis products such as cost estimates, analyses of alternatives, business case analyses, front-end assessments, portfolio analyses, or other similar products supporting budgeting or acquisition decisions, or
  • Perform or support development of models or tools supporting cost or schedule estimating, weapon modernization, construction or capital acquisition, equipment procurement, resource constrained programming decisions, portfolio management or optimization, budgeting, or acquisition decision-making.

Education

For the 1515 series:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
