Duties

This position is located in the Communications Section, Command Division, Command and Coordination Bureau (CCB), Office of the Assistant Chief of Police for Uniformed Operations, United States Capitol Police (USCP).The Communications Section is responsible for facilitating service calls and information using telecommunications equipment and automated systems to resolve a variety of issues and to ensure a response from the appropriate emergency service.

Communications Officers:

Answer, evaluate and prioritize incoming telephone calls to determine urgency and the need for dispatching police, fire, medical and other emergency services.

Disseminate emergency information to the USCP and the Congressional community by using a Computer-Aided Dispatch (CAD) system, telephones, multi-channel radios, TDD (telecommunication device for the deaf), numerous law enforcement and agency databases and automated map systems.

Monitor alarms, access control and video security systems.

Operate and monitor intrusion detection, access control, Member duress calls, digital video, Closed-Circuit Television (CCTV) and related security equipment to provide area and visitor surveillance assessments.

Access databases for information, warrant checks, intelligence and driver's license and vehicle registration checks.

The results of this vacancy announcement selection process will be used to fill positions within the Communications Section. More than one selection may be made from this vacancy announcement. Requirements

Conditions of Employment

Must be a current USCP Officer below the rank of Sergeant and attained the rank of Private with Training by the closing date of this announcement. Must successfully complete all required training. Must be willing to work at multiple locations, Washington, DC and Manassas, VA Must be willing to work any assigned shift. Must be able to type using a standard computer keyboard.

Qualifications

1. Must be a USCP Officer below the rank of Sergeant and attained the rank of Private with Training by the closing date of this announcement.

2. Must not be in restricted leave status as of the date of selection.

3. Must be in full and unrestricted duty status as of the selection date unless otherwise authorized by law (e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA)).

4. Must be available to work flexible hours, rotating shifts and possible midnight assignments.

Education

There is no education substitute for experience in this series and/or grade.

Successful completion of the 18-week Communication Operators Training Program (CTOP), which includes a one week Shadow-Phase, as well as the Washington Area Law Enforcement System (WALES) and the National Crime Information Center (NCIC) training. 2. Maintain all associated required certifications (National Certification by the Association of Public-Safety Communication Officials (APCO), WALES and NCIC). 3. Maintain proficiencies with radio and computer equipment, as well as security systems and databases.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification - The OHR will conduct an eligibility factor review as outlined in this vacancy. In consultation with the OHR, a review of all candidates' unscheduled leave and resumes will be conducted by an appointed assessment panel. Phase II: KSA Assessment - Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel. ~Ability to communicate information to individuals or groups effectively. ~Ability to work in stressful environment with attention to detail. ~Knowledge of office automation functions. Phase III: Structured Interview - Candidates will be scheduled for an oral interview. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. Prior to making his/her selection, the selecting official shall review any available Department documents, to include application documents and each candidates' complete career disciplinary record, results of selection process phases, and may, at their discretion, conduct interviews if necessary, with all recommended candidates. The selecting official may, at his/her discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters internally or externally. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police.
