Summary

This position is located in Education Service in the Veterans Benefits Administration (VBA) at the Department of Veterans Affairs and is assigned to the Executive staff at 1800 G St, NW, Washington, DC, 20006. The selectee advises and makes recommendations to the Executive Director of Education Service on business specifications and requirements, including data and report, application design, training and implementation, rollout strategy, and other non-technical aspects of the education systems.

Duties

  • Skill in the disciplines involved in planning, directing, coordinating, and controlling national programs.
  • Knowledge of policies, programs, and organizational structures sufficient to coordinate major management initiatives with other federal or private sector entities.
  • Ability to advise, provide managerial advice, and serve as a technical advisor to senior-level executives.
  • Ability to establish and maintain effective communication (oral and written) with persons both at all organizational levels and with officials of other departments and agencies on policy, technical and administrative matters.
  • Ability to manage and/or supervise (plan, organize, direct, control, review, et al) the work activities of subordinates.
  • Knowledge of developments and new applications of information technology (hardware, software, telecommunications) and their applications to business processes, and implementation of information systems to meet organizational requirements.
  • Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Solves problems/issues quickly and effectively, involving a methodical step-by-step approach to thinking; breaks down complex problems into single and manageable components and considering each part in detail.
  • Makes a systematic comparison of various alternatives; Notices discrepancies and inconsistencies in available information; Identifies a set of features, parameters, or considerations to take into account.

Specialized Experience:

GS-15: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as:
  • Providing expert technical advice and guidance to senior leadership on appropriate application of technology to meet current and future mission requirements.
  • Developing and implementing of IT capabilities and policy; as a subject matter expert.
  • Performing oversight roles within the planning implementing, monitoring, and assessing programs.
  • Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, and principles for the accomplishment of all program objectives with combined technical and administrative oversight.
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

This is not a Virtual/Remote Position. The selected applicant will be required to report to 1800 G St, NW, Washington, DC, 20006, on a regular and recurring basis.

Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Alternate work schedules may be available.

Physical Requirements: The work is sedentary.
