Duties

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

The office of HIR Program Management and Policy is looking for a program manager to both support PMO-related activities and manage enterprise-wide projects. The HIR Program Management and Policy team is responsible for managing the methods by which IT work gets done, including project management, organizational change management, IT service management, IT policy and enterprise governance development, and internal communications. The project management scope focuses on setting project policies, providing guidance on tools and techniques, offering consultative support to empower others to manage projects, sharing project management best practices, and reporting to senior leadership on the overall project portfolio. Additionally, provides direct project management for enterprise-level projects and process-improvement initiatives. Incumbent will assist the HIR Program Management and Policy Director in support of the responsibilities.

Incumbent will nurture a sense of community, foster collaboration, promote transparency, recommend best practices, and provide process improvement ideas. Additionally, they will share their knowledge of project management to help others develop competency, consider holistically the impact of project implementation, and lead project management activities. Incumbent will ensure projects progress efficiently towards established goals and with appropriate visibility to support project success. The role has no direct supervisory duties.

Primary Duties/Responsibilities:

  • Manages large-scale enterprise-wide projects.
  • Works closely with project sponsors and stakeholders to communicate project status, coordinate resources, as well as track schedule and budget.
  • Collects requirements from stakeholders.
  • Performs data analysis to identify actionable information to be shared through dashboards, business intelligence tools, and other visual formats to support executive decision making.
  • Captures and translates data into project documentation and communications.
  • Assesses project attributes to provide recommendations on tools and techniques for project success.
  • Partners with other Program Management and Policy team members to drive consistent adherence to related processes.
  • Creates enterprise-level reporting for varying stakeholder audiences (e.g., executives, peers, engineering staff, and both technical and non-technical customers).
  • Coordinates and facilitates project team and stakeholder meetings, captures key notes and action items, communicates next steps, and manages expectations.  
  • Creates and delivers executive briefings for senior stakeholder audiences.
  • Performs risk management: identifying risks, planning responses, executing plans, and responding to issues when realized.
  • Conducts quality assurance on documentation that it is complete, current, and stored appropriately.
  • Works with Director to create and/or revise project policies, governance, standards, and guidelines.
  • Provides guidance to staff regarding relevant policies, procedures, templates, and process documents.
  • Prepares other staff for quarterly portfolio reviews.
  • Provides project management coaching, best practice guidance, and subject matter expertise to staff.
  • Performs other official duties as assigned.

Qualifications

Qualifications

  • Master’s degree or equivalent work experience.
  • A minimum of 8 years of hands-on experience managing projects, at least 5 of which using agile methodologies.
  • Project Management Professional and Agile, particularly Disciplined Agile, certification preferred.
  • Experience with portfolio management preferred.
  • Proven ability to create high-quality deliverables that require minimal editing and are contextually accurate.
  • Must be able to manage competing priorities while ensuring deadlines are met.
  • Knowledge of Organizational Change Management and adoption metrics preferred. Knowledge of ITIL preferred.
  • Proven experience with Microsoft Office applications to create process flow drawings, presentations, reports, spreadsheets, PivotTables, and other technical and non-technical documentation in a succinct and timely manner.
  • Experience with ETL processes, dashboard creation, business intelligence software, and information design preferred.
  • Proven experience of advanced skills with an Agile project management software such as Jira, ClickUp, or similar required.
  • Demonstrated ability to effectively communicate both orally and in writing with senior staff, IT professionals, and non-technical users.
  • Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management.
  • Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
