Duties

As a Senior Auditor, you will be responsible for:

  • Planning, organizing, and conducting research on complex financial issues to conduct program evaluations and make recommendations.
  • Planning and overseeing complex audits, evaluations, reviews, surveys or other analytical processes. Reviews and approves the purpose, scope, and audit approach of each project.
  • Ensuring projects meet professional standards in planning, execution, and issuance of reports and other products. Also ensures approved audit objectives are met and that adequate practical coverage is achieved.
  • Reviewing and edits audit reports and discusses the report's findings with appropriate management personnel or stakeholders.
  • Identifying unique issues where no policy or criteria exists; explores innovative approaches for developing ambiguous areas; and ensures staff meet their objectives and goals and provides coaching and feedback when necessary.

Qualifications

Applicants must meet any basic requirements and specialized experience.

Basic Education Requirement:

Degree: auditing; Accounting/Auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR

Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant (Must submit proof of license.), obtained through written examination; OR
  2. Completion of the requirements for a degree that included substantial coursework in auditing or accounting, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE:
You must have one full year (52 weeks) of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience MUST include all of the following:
  • Planning, organizing and directing audit teamwork.
  • Conducting quality assurance review of auditor work papers and reports and presenting review results to upper management.
  • Providing technical staff assistance and guidance to field audit offices in a variety of complex and highly technical audit program areas; planning and conducting technical, complex and comprehensive audits demonstrating an expert knowledge of audit standards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: A certificate as a Certified Public Accountant (CPA). (Must submit proof of license.), and at least five (5) years of financial/program auditing experience that includes planning and conducting audits, evaluations, or inspections (Your resume must reflect where, when, and how you gained this experience.)
