Summary

The Federal Energy Regulatory Commission (FERC) is ranked within the top 5 mid-size agencies through the Partnership for Public Service’s Best Places to Work in the Federal Government Rankings! This Senior Market Adviser position is located in the Office of Energy Policy and Innovation. For more information visit: Office of Energy Policy and Innovation. 

Duties

This position is in the Office of Energy Policy and Innovation's (OEPI) Division of Economic and Technical Analysis (DETA). OEPI coordinates the development of policies and rules that address emerging challenges in the electric and natural gas industries. DETA works to enhance existing market rules, processes, and operations in the electric and natural gas industries in order to promote competition and efficient market design, address emerging challenges, and send appropriate long-term investment signals.

The individual in this position has responsibility for performing as an authoritative technical subject-matter expert, coach, reviewer, and team leader and as an advisor to OEPI, other program offices and the Commission. The advisor addresses complex energy market and policy issues which have a major impact on the electric industry and other markets. The advisor works individually, as a team member, or as a team leader, and may be assigned to multiple projects concurrently. The advisor represents the Commission at technical conferences and other industry meetings.

Major Duties:

- Performs comprehensive analysis of issues impacting electric and other energy markets regulated by the Commission.
- Analyzes and provides recommendations on specific policy proposals and develops generic policy proposals, ensuring that they are supported by the Commission's enabling statutes.
- Performs quantitative and qualitative research and analysis to examine the functioning of the electric markets for the purpose of identifying areas for potential reform.
- Employs economic and statistical techniques to ensure the quality of such analysis.
- Speaks on behalf of and represents the Commission at industry conferences.
- Participates as an expert on economic and technical market issues at industry conferences.
- Establishes good working relationships with high level representatives of all segments of electric and other energy markets regulated by the Commission.
- Serves as advisor to Commission management.

You must have one full year of specialized experience. Specialized experience is defined as: Extensive experience as an authoritative technical subject-matter expert, which includes experience as a coach, reviewer, and team leader on complex market design issues, policy issues, and competitive issues which have a major impact on the electric industry and other markets.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  1.     1. Mastery of public utility economic theory and regulatory economics as applied to the design of organized wholesale electricity markets and transmission systems.

    2. Demonstrated knowledge of current electric and natural gas market conditions, trends, and developments, along with skill applying new regulatory concepts and principles to changing Commission programs and regulated markets.

    3. Demonstrated ability in identifying the need for policy reform and developing responsive policy recommendations, including the ability to lead the innovation of new regulatory theory or modification(s) to current theory.

    4. Demonstrated oral and written communication skills to effectively present complex technical and/or policy ideas to diverse audiences.

    5. Demonstrated ability to serve as the Commission's representative in conferences and meetings with FERC Commissioners, representatives of the electric and other industries, state regulatory officials, and other interested agencies or organizations.

  2. The online assessment is used to evaluate your relevant education and experience in relation to the required competencies for this position.
  3.
