Summary

This position is located in the Government Accountability Office (GAO), Infrastructure Operations (IO), Shared Services, Mail and Imaging Centers (SSC/M). The SSC/M provides efficient, high-quality, centralized administrative support to assist headquarters and field offices staff in copying services, mail and courier services, fleet management and accountable property.

Duties

As a Shared Services Manager, MS-0301-1 your typical work assignments may include the following:

  • Manage the Shared Services and Mail Center which comprises copying, scanning, distributing office supplies, mail, couriers, and other related services.
  • Acquire, issue and inventory agency's accountable personal property and disposal of excess equipment.
  • Manage the agency fleet program and transportation services.
  • Serve as the Contracting Officer's Representative (COR) for the acquisition and management of contracts supporting all aspects of facilities management including operations and services dealing with mail, personal property, fleet services and any area the incumbent has direct oversight.
  • Monitor progress and evaluate performance against contract requirements.
  • Prepare statements of work (SOW), make determinations, findings, and solicitation documents.
  • Review and evaluate bids, inspect, and report on the progress of work under contract.
  • Certify work completion for payment.
  • Identify and analyze data required for managing the budget.
  • Perform critical aspects of the budget planning process, including the development of comprehensive spend plans, operations budget estimates, identifying unfunded requirements and projecting short- and long-term needs.
  • Perform the full range of supervisory functions including assigning work and establishing workload priorities, reviewing work, interviewing candidates, recommending selections for filling vacancies, making recommendations for promotions and reassignment actions, preparing performance standards and assessing performances, initiating discipline when necessary and identifying training needs.
  • Oversee staff responsible for preparing materials for training courses, mailing, etc.
  • Oversee the operation of receiving and sending work related products.
  • Ensure effective implementation of Equal Employment Opportunities and all other special emphasis programs.

This position will require the incumbent to be Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level 1 certified. Certification is not required at the time of hire.
This is not a bargaining unit position.

Qualifications

Minimum Qualification Requirements: You must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-12 in the federal service, which has equipped you with the skills and knowledge to successfully perform the duties of the position.

Specialized experience for this position is defined as (1) providing a broad range of personal property and/or supply functions service to an organization to include monitoring and accounting for the acquisition and disposal of accountable personal property (computers, cellular phones, furniture, etc.); (2) maintaining records and data integrity using existing policies and standard operating procedures; (3) receiving and sending work using the U.S Postal Service and other courier services; and (4) managing the use of an agency's or company's motor vehicle fleet.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
