Summary

This position is located in the Office of Commissioner Anna Gomez, Federal Communications Commission (FCC), located in Washington, DC.

THIS IS A TIME-LIMITED APPOINTMENT. SERVES AT THE PLEASURE OF THE COMMISSIONER FOR A PERIOD OF NOT MORE THAN 5 YEARS.

RELOCATION EXPENSES NOT AUTHORIZED.

Duties

Performs a wide variety of administrative and technical services for the Commissioner's Office, including being responsible for the performance of administrative support functions and associated activity coordination tasks for the Commissioner or her advisory staff.

Exercises control over the Commissioner or her advisory staff's daily calendar; establish priorities; schedule meetings, appointments, and/or conferences; compose non-technical correspondence; and prepare travel arrangements without prior approval based on personal knowledge of the Commissioner or her advisory staff's preferences, priorities, and commitments.

Responsible for managing assigned time and attendance.

Evaluates procedures, determining when changes are necessary, and implementing such changes; managing and improving administrative workflow and office procedures for the Office of the Commissioner; and providing training and guidance to lower-level support staff on office work processes and procedures.

Serve as the primary point of contact and liaison for congressional correspondence for the Office of the Commissioner; prepare responses to letters addressed to the Commissioner or her advisory staff; and prepare a variety of material in final form from rough drafts, notes, or oral instructions.

Assemble and organize agenda item materials received from other Bureaus and Offices through the Commission Secretary prior to the monthly Commission meetings.

Specialized Experience

GS-9

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-8 grade level in the Federal service. Specialized experience includes: 1) receiving visitors and answering telephone calls from a diverse group of individuals (e.g., congressional staff, representatives of international organizations and/or foreign governments, other high-ranking government and industry officials); 2) responding to inquiries on a wide range of topics from a wide variety of individuals within and outside the organization; 3) maintaining appointment schedules, and arranging conferences, events, and meetings for a high level official (e.g., top agency official, executive, CEO) and their staff; 4) maintaining filing systems and automated tracking systems, and 5) preparing travel documents for domestic and international travel.

GS-10

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: 1) receiving visitors and answering telephone calls from a diverse group of individuals (e.g., congressional staff, representatives of international organizations and/or foreign governments, other high-ranking government and industry officials); 2) researching and compiling information to independently respond to inquiries on a wide range of topics from a wide variety of individuals within and outside the organization; 3) maintaining appointment schedules, and arranging conferences, events and meetings for a high level official (e.g., top agency official, executive, CEO) and their staff; 4) developing and maintaining filing systems and automated tracking systems, and 5) preparing travel documents for domestic and internal travel.

GS-11

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-10 grade level in the Federal service. Specialized experience includes: Experience serving in a lead role such as Office Manager, Confidential/Executive Assistant, Secretary or Administrative Assistant in which you were responsible for the administrative and clerical responsibilities of the office performance and/or overseeing a wide range of assignments including: 1) receiving visitors and answering telephone calls from a diverse group of individuals (e.g., congressional staff, representatives of international organizations and/or foreign governments, other high-ranking government and industry officials); 2) researching and compiling information to respond to inquiries either orally or in writing on a wide range of topics from a wide variety of individuals within and outside the organization; 3) maintaining appointment schedules, and arranging conferences, events, and meetings for a high level official (e.g., top agency official, executive, CEO) and their staff; 4) developing and maintaining filing systems and automated tracking systems, and 5) preparing travel documents for domestic and internal travel.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Ability to work effectively with a variety of personnel at all levels, including the highest executive levels, both within and outside the organization.
  • Knowledge of applicable computer systems such as Power Point, Microsoft Word, Excel and Outlook, Access, etc.
  • Ability to prepare and maintain reports.
  • Ability to prepare time and attendance cards for the Commissioner and the staff using automated system.
  • Ability to perform clerical and administrative duties and responsibilities such as coordinating travel arrangements, screening calls and visitors, responding to telephonic and/or written inquiries, scheduling appointments and meetings, etc.


PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). As this position is being advertised under DEU hiring procedures ONLY, applicants will be rated on the extent and quality of experience and education relevant to the duties of the position using the hiring procedures outlined below.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category.
