Summary

The Senate Sergeant at Arms is seeking a Superintendent of Mail Processing Facility. Duties

Senior management work overseeing the safety and security of incoming US Senate mail. Manages/activates emergency response plans when an item is determined to have suspicious or hazardous characteristics; notifies appropriate authorities. Develops, updates and implements facility/mail and package processing policies, procedures, Continuity Plans, SMF forms, SOPs and Material Data Sheets (MDS). Establishes, proposes and reviews budget requirements for the mail processing facility. Prepares and reviews employee evaluations, initiates disciplinary actions, makes hiring and promotion recommendations. Manage, review, identify and coordinates employee development and training; develops and coaches the Supervisor, Lead Mail Specialists, Mail Specialists and Messenger Driver. Other duties as assigned.

Qualifications

Other Duties/ Responsibilities

  • Monitors security alarm system, HVAC operations negative air pressure and video cameras.
  • Operates mail/package processing equipment and machinery as needed.
  • May serve as Acting Senate Postmaster in his/her absence.

Required Work Experience

  • 5 years supervisory/management experience in mail facility operations and three years’ experience in testing mail for biological/chemical agents; or any equivalent combination of education and experience.

Security Clearance

  • This position requires that the applicant obtain and maintain a Top-Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Desired Qualifications

  • Work requires five years of supervisory/management experience in mail facility operations and three years of experience testing mail or biological/chemical agents; or any equivalent combination of education and experience.
  •  Ability to obtain pulmonary, x-ray and respiratory fit certifications.
  • Ability to work in an air-controlled environment while properly don/doffing personal protective equipment.
  • Ability to obtain and maintain a Top-Secret clearance is required.
  • Knowledge of all aspects of postal operations, including USPS regulations and other laws and regulations governing the opera??on of the Senate Post Office.
  • Knowledge of personal protective equipment and procedures to don and doff in a controlled air environment.
  • Knowledge of suspicious mail characteristics and hazardous material.
  • Knowledge of lab machinery and processes to test and screen mail for biohazards.
  • Knowledge of high-volume mail processing equipment and machines.

Required Special Skills/ Knowledge

  • Ability to obtain pulmonary, x-ray and respiratory fit certifications.
  • Ability to work in an air-controlled environment while properly don/doffing personal protective equipment.

Working Conditions

  • Work requires extended periods of walking, standing, bending, safely lifting objects up to 100pounds of shared weight.
  • Work requires oversight of operation of equipment and lab machinery.
  • Ability to wear PPE for extended lengths. May occasionally work nights and/or weekends in order to handle backlog of mail received.
  • Activates emergency response plans when an item is determined to have suspicious or hazardous characteristics; notifies appropriate authorities.
  • Oversees safety and security of the facility including emergency plans, alarm system, HVAC operations,
  • video camera monitoring; works with contractors to ensure facility is fully operational.

Education

High School/GED.
