Summary

The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

The Assistant Special Agent in Charge is located in the National Programs Unit (NPU) of the Department of Homeland Security, Office of Inspector General (OIG), Office of Investigations (INV). INV is responsible for investigating and bringing to the appropriate criminal and civil justice system those individuals and organizations involved in financial, professional, civil, or criminal misconduct relating to DHS programs and operations. The NPU ASAC is responsible for planning, managing, directing, coordinating, and overseeing a full range of criminal and administrative investigative programs for DHS OIG INV, ensuring efficiency and economy in the utilization of the total resources. Supervises and manages investigative activities to include the formulation, modification and evaluation of policies and procedures; the development of long-range plans and the adjustment of operations to meet changing requirements; budget formulation and fiscal management; the development, review and revision of procedures and work methods to provide for the most efficient and effective accomplishments of investigative activities; and the supervision of subordinate sub-offices. Typical assignments include:

  • Provide supervisory guidance, expertise, technical advice to the criminal investigators and assistance to the investigators and staff. Ensuring coordination with the United States Attorney's Office, developing and maintaining productive relationships and exchanges with counterparts in the DHS, FBI, DEA, and other related Federal, state and local law enforcement agencies regarding investigative efforts and to gain perspective and provide for a more coordinated approach to mutual areas of investigative interest.
  • Participate in all phases of program planning and policy formulation for the field office, sub-office or HQs division. Develops and presents to the Special Agent in Charge methodologies for the improvement in the operational and administrative activities are conducted in an efficient, effective and timely manner.
  • Provide oversight of allegations that fall within the jurisdiction of INV and allegations that do not fall within the jurisdiction of DHSOIG are referred to the proper DHS Component or other Federal Agency.
  • Prepare status, statistical and special reports as required by congressional requests and mandates, CIGIE standards, IG Manual, or other management officials.
  • Maintain liaison with other law enforcement agencies at the local, state, and national levels for purpose of obtaining their cooperation in furnishing information concerning illegal activities involving violations of criminal law related to DHS personnel in the private sector, contractor, programs and assets.
  • Direct and coordinate in-depth reviews and evaluations of criminal investigative program operations. Identifies areas requiring additional or decreased oversight and/or attention.
  • Provide briefings to senior management concerning relevant program activities.
  • Prepare, review, and revise new programs, policies, standards, and techniques.
  • Perform programmatic analysis and staff studies as required.

  • Location: Must be within a 50-mile radius of a DHS OIG Field Office.

You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level performing the following duties:
1) Coordinating matters pertaining to the detection, investigation and prosecution of suspected violators of fraud, abuse, and integrity laws;
2) Leading an investigative team relative to criminal investigations of critical and sensitive importance;
3) Reviewing and evaluating allegations and recommending to the Special Agent in Charge appropriate investigative activity;
4) Leading, planning, or coordinating investigative activities (i.e. search or arrest warrants, analysis of grand jury material and joint operations with other federal law enforcement agencies);
5) Ensuring coordination with outside agencies (i.e. US Attorney Office, FBI, DEA) regarding investigative matters.

  • Training Requirement: This position requires that you have completed the basic criminal investigator training program (CITP) at the Federal Law Enforcement Training Center in Glynco, GA or its equivalent (US Postal Service Inspectors Training Academy, DEA Training Academy, FBI Academy (Quantico, VA), Army-Criminal Investigation Division (CID) Special Agent Course or (CIDSAC).   • Firearm Requirement: This position requires you to be authorized to carry a firearm and maintain firearm proficiency. Therefore, it is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g) (9) and you will be required to verify that you have not been convicted of a misdemeanor crime of domestic violence.
  • Medical Requirement: This position requires you to maintain physical fitness standards set by the agency. Physical stamina, excellent eyesight and hearing, and emotional stability are essential. The duties of positions in the criminal investigator series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather.
  • Maximum Entry Age Requirement: This position has a maximum entry age requirement. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a law enforcement officer as defined in title 5 U.S.C. 8331(20) or in 5 U.S.C. 8401(17). This age restriction does not apply to those who have previously served in a Federal civilian (not military) law enforcement position covered by title 5 U.S.C. section 8336(c) provisions, or to preference eligible veterans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
