General Managerial Duties:

As a Front Line Manager you will:

  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.
The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • The incumbent oversees the technical and administrative direction of a group of Special Agents and support personnel in a field office setting. Position requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).
  • The incumbent supports the overall mission of CI by overseeing program segments concerned with investigations into suspected and/or alleged criminal tax fraud violations and other matters for which the Criminal Investigation Division has investigative responsibility.
  • Plans, conducts and supervises protective services operations with other government agencies, both Federal and State.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. Limited telework may be approved on an ad hoc basis. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Subject to a 1-year probationary period (unless already completed).
  • Subject to a 1-year supervisory or managerial probationary period (unless already completed).
  • Employment of any candidate selected for this position may be conditional on classification and/or audit of federal tax returns (may include up to 2 years of returns).
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position. A drug test with a negative result is required.
  • The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High-Risk Security Clearance.
  • Possess a valid state motor vehicle operator's license upon appointment and maintain a valid license while you occupy the position.
  • Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside.
  • Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
  • Complete or have previously completed the Criminal Investigation Training Program (CITP) course(s) at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

Qualifications

You must meet the following requirements by the closing date of this announcement.

QUALIFICATION REQUIREMENTS:

SPECIALIZED EXPERIENCE IR 04: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:

  • Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
  • Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled.
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.


In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; In-depth knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law. Much of the knowledge described above can be acquired through extensive field experience as a Criminal Investigator.

Experience in a primary/rigorous law enforcement position is a mandatory prerequisite for this supervisory position.

AND

You must also meet all the following requirements:

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA) REQUIREMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
  • MAXIMUM ENTRY AGE: Provisions of Public Law 93-950 and Public Law 100-238 allow the imposition of a maximum age for original appointments to a law enforcement officer position within the Federal government. The date immediately preceding your 37th birthday is the final date of referral for selection. This age restriction does not apply to those who have previously served in a Federal civilian (not military) law enforcement position covered by Title 5 U.S.C. Section 8336 (c) provisions and preference eligible veterans.
  • DRUG TEST: Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • PHYSICAL EXAMINATION: You must pass a physical examination prior to being appointed. This position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with free motion of fingers, wrists, elbows, shoulders, hips, and knee joints is required. Arms, hands, legs, and feet must function sufficiently in order for applicants to perform the duties satisfactorily.
    • Vision: For all positions, near vision, corrected or uncorrected, must be sufficient to read Jaeger type 2 at 14 inches. Normal depth perception and peripheral vision are required, as is the ability to distinguish shades of color by color plate tests. For all positions covered by this standard, applicants who have undergone refractive surgery (i.e., surgery to improve distant visual acuity) must meet Treasury-approved requirements which include documentation that they have passed specific exam and protocol testing. Visual acuity requirements are expressed in terms of the Snellen vision test. Uncorrected distant vision must test 20/200, and corrected distant vision must test 20/20 in one eye, and 20/30 in the other.
    • Hearing: Hearing loss, as measured by an audiometer, must not exceed 30 decibels (A.S.A. or equivalent I.S.O.) in either ear in the 500, 1000, and 2000 Hz ranges. You must be able to hear the whispered voice at 15 feet with each ear without the use of a hearing aid.
    • Other Medical Requirements: You must possess emotional and mental stability. Any condition that would hinder full, efficient performance of the duties of this position or that would cause an individual to be a hazard to himself/herself or to others is disqualifying.
    • All of the medical requirements MUST be met at the time of initial examination/test. Applicants failing to meet the medical requirements at the time of their initial examination/test will be considered ineligible for the position.

One year of experience refers to full-time work; part-timework is considered on a prorated basis.   • Tour of Duty: Day Shift
  • Alternative work schedules (5 days a week), staggered work hours or limited telework may be available.
  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.

  • Commuting distance for Law Enforcement Availability Pay (Required). IAW Title 5 CFR 550.182(D) the agency must determine that a criminal investigator is generally/reasonably accessible to perform unscheduled duty based on the needs of the agency. The provisions of Treasury Directive 74-06 Home-to-Work Transportation Controls paragraph 3(d) require that special agents reside within 50 miles of their official duty station to be considered for Home-to-Work transportation (only granted/waived by Treasury).
  • Signed Mobility Agreement
