Summary

As Executive Officer in the Office of Personnel, the incumbent performs a variety of high-level coordinative, consultative, and advisory services relating primarily to human resources program administration, operations and policy.

Duties

  • Assists or acts for the Associate and Deputy Associate Commissioner in the formulation, evaluation and implementation of plans
  • [cont'd] for achieving immediate and long-range goals and objectives related to human resources programs and personnel administration.
  • Provides advice, guidance, and assistance to the Associate Commissioner and other top management officials to ensure the development and
  • [cont'd] implementation of the policies, procedures, and systems needed to support, monitor, and plan program management activities.
  • Represents the Associate and Deputy Associate Commissioner in dealings with Center Directors and Staff Directors to set directions,
  • [cont'd] establish priorities and solve administrative, management and procedural problems in matters of cross component concern.
  • Acts in the absence of the DAC to assure continuity of activities, as necessary. Serves as a personal representative of the Associate Commissioner on various agency-wide committees, task forces, workgroups etc.,
  • [cont'd] to resolve problems or plan activities of interagency and Agency wide concern.
  • Speaks on behalf of the AC in resolving controversial issues with high-ranking officials in the public and private sectors in resolving controversial issues with high-ranking officials in the public and private sectors.
  • Provides authoritative information, evaluations, and recommendations on all phases of the Associate Commissioner's programs for use in establishing priorities, allocating resources and formulating management policies.
  • Develops and presents independent analyses of controversial matters and performs confidential and sensitive assignments for the Associate Commissioner.
  • Conducts major analytical studies of key agency or government wide personnel programs, individually or in collaboration with top staff members,
  • [cont'd] either upon specific assignment by the Associate Commissioner or upon own initiative within the areas of program administration, operations and policy.
  • These special studies may involve review, evaluation, and recommendations for major changes in existing organizations, policies, processes and practices.
  • Serves as first-line supervisor responsible for a staff of 4 to 6 employees. Incumbent is engaged in this duty at least 25% of the time.
  • Exercises a broad range of administrative supervisory responsibilities. Directs and provides supervision to administrative and technical support personnel in the Office of the AC.
  • Plans workload distribution, sets priorities, prepares schedules, and assigns work based on these priorities and the varying capabilities of employees.
  • Reviews, accepts, or rejects completed assignments. Periodically reviews the progress of assignments performed by the staff, and determines the need to adjust or redefine objectives. Prepares formal Performance Ratings.
  • Selects non-supervisory personnel. Directs overall training activities. Approves all types of leave. Hears and resolves complaints and grievances. Initiates disciplinary actions.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes serving as a program manager or policy expert in analyzing and evaluating major aspects of a Human Resources program; designing and conducting comprehensive studies, identifying and proposing alternate HR policies; evaluating and making recommendations concerning overall plans and proposals for complex agency projects; and/or providing authoritative advisory services for HR policy interpretations.

Additionally, to qualify for the position, the applicant must demonstrate the following Selective Placement Factor [SPF]: Skill in directing permanent or ad hoc teams representing the Office.

To meet this requirement, the applicant must demonstrate two [2] out of three [3] of the followingexperience indicators:
  • Experience monitoring assignments and providing feedback.
  • Experience leading a team with varying levels of experience, knowledge, and training.
  • Experience providing technical and detailed guidance regarding techniques and practices to others.
  • Experience providing leadership regarding difficult issues and challenging assignments in an environment with time pressures and resources constraints.
