Summary

This position is located within the Data Collection and Analysis Unit (Data Unit), in the State Monitoring and Program Improvement Division (SMPID), Rehabilitation Services Administration (RSA), Office of Special Education and Rehabilitative Services (OSERS) and serves in the supervisory capacity as Chief of the unit.  SMPID is responsible for the collection, analysis and reporting of performance data submitted by formula grant programs established under the Rehabilitation Act of 1973.

Duties

    As a Supervisory Management and Program Analyst, GS-0343-15, you will be responsible for the following:
    • Supervise the Data Unit and collaborates with other SMPID unit chiefs, as needed, on the development, analysis and evaluation of new and modified program products that support state teams and improve grantee performance.

    • Coordinate the work of the Data Unit with the work of State teams, with the Training and Service Programs Division and the Office of the Commissioner.

    • Oversee the activities of the Data Unit related to data collection, including both maintenance of information collection forms and provision of performance analyses for use by the Division in monitoring, computing performance indicators under WIOA, and providing information for the Department and the general public. Activities include ensuring that needed changes are made to information collection forms, including redesign and clearance through OMB; developing tables and analyses to support the Division’s monitoring of state agencies; revising databases in response to legislative and regulatory changes that affect data collection, analysis, and reporting of vocational rehabilitation data bases; and responding to data requests from within and outside of the Division in a timely manner.
    • Collaborate with offices within the OSERS and the Department, including the Office of Policy and Planning, Budget Service, and the Office of the General Counsel. Collaborate with the General Accounting Office (GAO), providing data related to studies conducted on Rehabilitation Act programs, the VR and SE programs, related to data on disability-related issues, such as employment outcomes of individuals with disabilities, including youth with disabilities.
    • Provide leadership in the evaluation, assessment and improvement of programs and management systems by applying a wide range of qualitative and quantitative techniques; formulates new analytical approaches; participates in program evaluation and program improvement initiatives; and develops and directs technical studies, either performed "in-house" or by outside consultants, as necessary.
    • Collaborate and coordinates with other federal agencies, including the U.S. Department of Labor (DOL), on issues related to joint data reporting related to the common performance indicators.

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.  

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience implementing the WIOA section 116 performance accountability provisions, including the collection of performance data, aggregation of data, calculation of the WIOA performance indicators, assessment of WIOA performance, and use of the statistical adjustment model.     
2.Experience providing technical assistance related to the data collection and reporting requirements of the WIOA Participant Individual Record Layout (ETA-9170) or the Case Service Report (RSA-911).
3. Experience designing, creating, and deploying public-facing website content or experience with designing, managing, and maintaining databases that contain program fiscal and performance data.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of personnel management practices and the ability to manage staff effectively to accomplish work tasks.  
2. Knowledge of data systems development and usage, with special emphasis on scheduling, integration, reporting and control required to generate and analyze new evaluation and measurement approaches.
3.Knowledge of laws regulations, and policies for the Rehabilitation Act and WIOA.
4. Knowledge of program management and evaluation principles, concepts, and techniques sufficient to provide leadership in the management, assessment, and improvement of program operations and management systems.
5. Ability to communicate complex information orally through formal and informal presentations using effective materials tailored to the audience’s needs and technology as appropriate, in a professional, confident, clear and engaging manner.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the knowledge, skills, and abilities which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.
