Summary

The Senate Sergeant at Arms is seeking a Technology Contract Analyst. The complete vacancy announcement and application can be found on the United States Senate Career Page at https://sen.gov/J5NY. Duties

Oversees IT support vendor staff in the day-to-day operations under contract, reviews installation work tickets for contractual compliance. Functions as Contracting Officer’s Representative; participates in vendor negotiations; reviews contractor invoices and certifies acceptance. Serves as a communication liaison between the contractor and the Sergeant at Arms, facilitating direct meetings between parties. Monitors customer satisfaction results and works with IT support vendor management on corrective actions. Communicates and presents information to stakeholders about all contract-related matters. Coordinates and conducts problem resolution with internal and external technical contacts to troubleshoot processes, equipment, and software where multiple parties are involved. Provides advanced escalation of issues, coordinates resolution of issues among Senate offices and multiple Sergeant at Arms departments. Provides direction, sets priorities, assists with problem resolution, reviews, and evaluates work of the IT support vendor team. Develops standard guidelines and specifications to ensure service level compliance. Leads product evaluations, technical studies and task forces; directs pilot testing programs; analyzes new technology for impact on the Senate environment; tests, and coordinates testing, of new releases on Senate supported platforms; develops product configuration standards for use in the Senate environment; recommends strategic direction for the Senate. Qualifications

Required Work Experience

  • 5-8 years of relevant work experience.

Required Special Skills/ Knowledge

COR certification is required by the organization or a minimum of 10 years of experience managing large govt IT contracts.

  • Lead/mentoring team on complex technical, contractual issues.
  • Handles escalations; provides consultation and expert-level technical guidance to Supervisors, CSS Coordination, and SAA staff in managing CSS vendor software development and implementation.

As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role. 

Desired Qualifications

  • Knowledge or past experience with customer support, service level agreements and surveys.
  • Knowledge of relational databases and CRM systems.
  • Knowledge of website development and compliance with Section 508 Web Accessibility Standards.
  • Knowledge or understanding of, or the ability to learn, the legislative process.
  • Knowledge of, or ability to learn, how Congressional offices function.
  • Knowledge of information technology as it relates to office productivity.
  • Be able to work both independently and be an effective team member.
  • Position requires solid analytical and technical skills, and the ability to learn new technologies quickly.
  • The ability to manage multiple tasks and projects is a must, and effective verbal and written communications is necessary.

Working Conditions

  • Sedentary. Occasional walking and sitting for extended periods of time.

Security Clearance

  • This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Education

Bachelor's degree in information technology, Business Administration, Contracts Management, or an equivalent combination of education and work experience.
