Duties
This position is located in the Research and Development Division (RDD), Training Services Bureau (TSB), Assistant Chief of Police for Standards and Training, in the United States Capitol Police (USCP). Administers, plans, designs, and evaluates training programs (e.g. financial management, leadership development, mentoring, core skills, and training related to law enforcement specialties). Provides advisory and consulting services to management concerning employee training and development issues. Analyzes and evaluates the effectiveness of RDD operations in meeting established goals, objectives, and measures. Determines the appropriate methods for delivering training including instructor-led classes, web-based training, or a blended approach. Designs, develops, and coordinates law enforcement training and curriculum development activities with other federal, state, local, public, and private organizations. Provides management advisory services that require high-level skill to analyze problems and devises plans to address future needs of the organization. Interprets guidelines and determines the degree of compliance with regulations and program standards. Identifies specialized requirements for the Department’s
current and future training programs such as technical briefings, communications, security or physical restrictions, unique facility requirements, audiovisual support, media involvement, and related services.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. For the CP-10/GS-12 you must have one year (52 weeks)
of specialized experience equivalent to at least CP-09/GS-11 level, which is in or
directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge,
skills, and abilities to successfully perform the duties of the position. Specialized Experience is
defined as experience which includes: 1) evaluating training policies,
procedures, curricula, instructional methods and techniques, quality of
instruction, adequacy and utilization of training aids and devices, facilities,
and equipment used in training courses to provide improvements; 2) participating in the development and modification of instructional materials used in training
courses; and 3) preparing course outlines and lesson plans that are consistent with
overall course objectives. For the CP-11/GS-13 you must have one year (52 weeks)
of specialized experience equivalent to at least CP-10/GS-12 level, which is in or
directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge,
skills, and abilities to successfully perform the duties of the position. Specialized Experience is
defined as experience which includes: 1) providing management advisory services; 2) interpreting guidelines and determining the degree of compliance with regulations and program standards; and 3) developing and delivering in-house training courses. For the CP-12/GS-14 you must have one year (52 weeks)
of specialized experience equivalent to at least CP-11/GS-13 level, which is in or
directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge,
skills, and abilities to successfully perform the duties of the position. Specialized Experience is
defined as experience which includes: 1) identifying specialized requirements for the Department’s current and future training programs such as technical briefings, communications, security or physical restrictions, unique facility requirements, audiovisual support, media involvement, and related services; 2) developing customized solutions to problems and issues; and 3) proposing and implementing alternative solutions to problems of a unique or precedent-setting nature.
